Major watershed works delivery plan

Paid physical pressure attendance is implemented; the live hydraulic trial remains planned. From the separately paid current permission, four actual home residents carry two tools and 96 meals over the exact 35-step route. Funding costs one attention and respects real labor, inventory and operating ceilings. Tools remain carried, every elapsed travel/wait interval consumes paid meals, and the workers stay unavailable until their actual return and unloading. City → Land provides Review pressure crew journey and Recall pressure crew. Cancelling either review spends nothing. No attendance order removes a plug or changes a gate, the original natural curve, water, sediment, containment or pressure certification.

Current accepted arrival: .qa-city/pressure-attendance-ready-attempt3.json, at 1857030000107, SHA acb14a10bfdd93b98e939891c127ec769b772ab6941d24bdec35e1b27eb0abb5. Ordinary staffing reduces the basic home mill from three workers to one, preserving the five field hands and registry clerk; the four freed residents are then paid and physically walk all 35 steps. Both communities retain health 100 and food output above demand. The home has all fourteen labor committed, so standing selective harvest waits for available workers. The smaller mill produces 0.75 timber against two daily civic timber: 43.25 timber remains on arrival. This is a finite temporary assignment; restore sustainable mill/woodland staffing after the crew returns. No workers, stock, technology or time are granted.

At the floor the crew carries both tools and 84⅓ meals, with zero unmet meals, and may wait at most seven village days. Consent withdrawal, changed title/holders/proposal/reach, permission expiry, lost Hydraulic engineering, unsafe access or the finite return meal reserve send the crew home. Fire or floodwater can hold the physical journey; held travel consumes provisions. An unsafe elevated-gallery exit holds departure. Unused goods are credited only when the returning workers reach home, and insufficient warehouse room holds unloading and labor release. The full quoted journey, future eight-interval trial allowance, two cleanup days and an unload reserve must fit cargo capacity and the original permission expiry; arrival does not extend that expiry.

The fresh arrival comparison is a read-only forecast: 5,943 captured plus 27,000 rainfall subunits balance 19,943 spill, 1,000 outlet release, 10,000 exterior drawdown and 2,000 modeled evaporation, with zero closing water, conserved sediment and no modeled adverse built/ecological difference. These are hypothetical flows, not actual pressure receipts. Arrival is not a certificate. Guarded live compartment/curve custody, interval conservation and failure recovery, sediment cleanup, natural reconnection, a legitimate pressure result and later useful supply remain unimplemented. The complete M0–M8 goal remains active; genuine replacement mineral production on the separate earned regional branch is also outstanding.

Whole-save verification: .qa-city/pressure-attendance-verification-attempt3.json replays every actual staffing/funding/arrival command and advance, then verifies the independent ordinary recall/35-step return/unload closing at 1857072000107 (SHA 7e4480aee041acf4f4e545a6790d078872471ae4c4caec1faa63527980dab8fc). The arrival remains the continuation checkpoint; the later recalled branch is return evidence. Preserve both, all older fixtures and their original journal receipts. Explicit schema 40→41 adds only an empty version-one attendance book and the two major-waterworks parent markers; world/simulation remain three. The preserved 39→40 permission step remains separate. See the primary living world design, player guide and technical wiki.

Scoped attendance acceptance: 69 distinct tests pass across ten selected files (eleven attendance cases, twelve preserved permission cases, thirty-nine retained-cache waterworks/forecast regressions and seven parent migrations). Whole ordinary arrival/return replay and independent step audit pass. Served City funding and physically arrived recall scenarios pass cancel/confirm, persistence, reload and 320/390/640/1440 layouts; both test servers stopped cleanly. Browser evidence: .qa-city/pressure-attendance-funding-browser-mHhyy4/evidence.json and .qa-city/pressure-attendance-readiness-browser-i26qyo/evidence.json. Independent audit: .qa-city/pressure-attendance-independent-audit-attempt1.json. These checks are scoped acceptance, not the full repository suite or completion of M0–M8.

The following permission-only notes describe the preserved preceding stage.

Pressure-model verification: 105 distinct tests pass across fourteen selected files: eleven new sequencing/sealing cases, one real ordinary supply/replay case, preserved v1/v2 kernel/transition and paired forecasts, full paid floor lowering with sixteen lined-open water intervals, and surface/basin water, routing, sediment, exposure, topsoil and wetland regressions. The independent audit also recomputes every modeled component balance and replays/restores the entire supplied closing save. This is scoped verification, not the full repository suite or completion of M0–M8. No new City control or live pressure authority was added. The primary design and both wiki audiences are synchronized; generated wiki build/check and whitespace validation pass.

The pressure-stage construction home is replenished through an ordinary returned supply trip. The exact plugged-controls checkpoint continues to 1855874400040 through twelve ordinary commands and 74 advance calls. Home temporarily suspends its three civic programs, staffs the existing forester lodge and re-enables its already learned Scouting. A two-worker carrier team pays seventeen meals and collects 21 existing source timber over the reviewed 37-step dry detour, with 59 return weight inside its 60 capacity. The source field is assigned three existing workers. After return/unload, Scouting and the lodge stand down and all three home civic services resume; known programs need no second adoption payment.

Home closes with 24 residents/thirteen labor, about 1,020.67 food, 25 timber and sixteen tools; source keeps twelve/eight, about 806 food, 27 timber and fifteen tools. Current field outputs cover household and active engineering food demand in both communities. Health stays 100 and no shortfall is added. All major-waterworks books, plugs, predecessor receipts, rights and population are unchanged; the whole 86-event continuation replays and restores exactly. This transfers finite inherited construction stock and proves no new mineral/woodland replacement. The separate earned regional branch remains separate.

Current continuation: .qa-city/pressure-supply-preparation-attempt2.json, SHA 8b32d844602ffcb5230eaf0bbd6d6fac338b25323f86119b47101ce767ca43eb; independent audit: .qa-city/pressure-progress-independent-audit-attempt1.json. Manifest-pinned test/fixtures/offchannel-pressure-supply-ready.json.gz retains the exact state and journal. Its fresh read-only pressure forecast closes after eight intervals, counting 5,943 capture and 27,000 rain, with 19,943 spill, 1,000 outlet release, 10,000 exterior drawdown and 2,000 modeled evaporation. All balances close, but actual pressure, containment, reconnection and useful water remain unfinished. Longer work still needs real civic timber and replacement tools before these finite reserves run out.

Installed-floor pressure sequencing is modeled; live testing remains planned. Conditional sealing now removes the actual paid raised footprint at height 455074 from the natural curve, retaining the original 450074 bed in design provenance and the exact twenty-lift/50,000-fill ground fingerprint. It retains that paid foundation instead of proposing a second fill. The installed lined-open floor remains connected in every live save; only a bound read-only forecast facade can compare sealed behavior.

The finite forecast protocol charges from actual predicted source flow and footprint rain, requires full head 456074 at both boundaries of the next interval, observes one separately rated 1,000-unit existing-outlet discharge, then returns clear water through the already-built 50,000-unit exterior drain to the natural basin. Upslope runoff and drawdown share that drain's rating; spill retains its own rating. A rainy seven-interval comparison captures 3,148, counts 25,000 rain, spills 15,898, releases 1,000, returns 10,000 through the drain and loses 1,250 to the declared hypothetical evaporation assumption, closing empty. Every paired water/sediment balance closes and the actual schema-39 save remains identical.

This is model verification only: no plug is removed, no gate opens and no live storage, pressure certificate, containment, water right or irrigation is granted. A hold at interval boundaries does not certify continuous intraday head or calibrated material behavior. Sediment remains in custody when clear water drains; nonzero sediment still needs paid cleanup. The model stops at its first empty boundary and explicitly requires reconnection; it does not prove the live closed-empty state. Paid temporary containment and pressure authority, current affected-holder review, loader-validated live custody, attendance/failure handling, actual reconnection, useful delivery and recurring maintenance remain implementation gates. The full M0–M8 goal remains active. See reservoir construction and implementation status.

Paid plugged reservoir connections are implemented; M8 remains partial. After the actual installed-floor dry inspection and every predecessor crew's physical return, four existing home builders can install six separately paid working-control connections. These reuse the paid collars, closed fittings and raised gallery: source split with a fixed minimum 25% natural bypass, capture path rated 50,000, release gate and existing-outlet junction rated 1,000, then nonreturn spill and exterior drain rated 50,000. Ratings are proposed water subunits per interval; plugged construction does not prove hydraulic performance.

Source, release and safety stages have separate 28-day licences, each four timber, one tool and four food. Licensing requires source Hydraulic engineering, Land registry, Public accounting and a sound staffed registry. Work retains current source engineering, title, frozen inspected predecessors and strict dry access. Every task carries its real material batch and finite meals, completes whole workdays, and returns/unloads before another major crew uses either community. Recall returns unfinished materials; completed connections remain installed.

Six tours complete in 45 village days on the current 35-step route. Ten paid workdays invest eight timber, eight bricks, four dressed stone, four iron and six tools. Three licences additionally spend twelve timber, three tools and twelve food. Crews carry 184 meals, consume 180 and physically return four. This continues the exact accepted inspection checkpoint with inherited controlled construction supplies; it grants no new stock, people, labor or title and does not establish earned regional supply. Both communities retain health 100, valid food/storage/labor and unchanged predecessor books. All 45 paired canonical water intervals agree.

Both source/release plugs remain fitted, every gate stays closed, and the natural basin retains its stage curve. Actual hydraulic pressure testing, containment authorization, closed-empty storage, permitted capture/release, useful irrigation and recurring maintenance remain required. The earlier dry inspection certificate remains immutable. The separate earned regional 120-day preparation still lacks replacement clay and ore sources; its reserve gate stays false. The full M0–M8 goal stays active. Current saves use explicit neutral schema 38→39 migration, adding only the empty working-controls book and marker. Reservoir construction and implementation status provide details.

Earlier construction notes below are historical where they describe working connections as unfinished; this paid plugged stage supersedes those statements, without superseding their pressure or containment requirements.

Paid installed-floor inspection (implemented and verified; M8 remains partial). After continuous-floor installation and every earlier crew's physical return, four existing home residents can make a separately paid inspection tour. The twenty-eight-day licence costs four timber, one tool and four food, freezes the installed-floor receipt and walking route, and requires staffed source Hydraulic engineering, Land registry and Public accounting. The tour reserves one tool and finite meals for travel, one complete observation day, at most fourteen waiting days and return. The current thirty-five-step route costs 84 food and carries 85 of 120 capacity. Source Hydraulic engineering and current title remain required throughout the inspection; earlier drain operators are no longer needed.

Inspectors must actually arrive before the observed interval opens. A fresh review first simulates the next boundary, then the entire following water interval. The live opening and closing must match that exact review: zero footprint water, zero bed sediment, no exposure, natural receiving head below floor 455074 and no rain or incoming water during the observed interval. The first boundary starts observation and earns nothing. Only completion of the following full canonical interval spends the tool, records one paid workday and issues the dry inspection certificate. Recall, changed title/holder/service/flow or exhausted waiting sends inspectors home with unspent tool and unused meals; no automatic cleanup or water intervention occurs.

Default-timing acceptance continues the exact accepted schema-37 installed-floor checkpoint without new goods, people, labor, title or hydrology grants. The tour completes in 8 11/12 village days, observes interval 2947→2948 and returns all four inspectors. Its 84 carried meals reconcile as 35⅔ consumed and 48⅓ returned, with no crew hunger, community food shortfall or hardship. Source/home retain twelve/24 residents, eight/thirteen labor capacity and health 100. All predecessor books remain immutable. The closing schema-38 checkpoint is .qa-city/installed-floor-inspection-complete-attempt2.json, SHA d2100a5964db24e9159e9538475308cbfdbfa9a2e67196f69ccae2feb08f216c, at 1855137600040. The tracked manifest-verified starting fixture is test/fixtures/offchannel-installed-floor-complete.json.gz; inherited controlled construction supplies are disclosed below. This is inspection acceptance, not earned regional supply.

City → Land & water → Inspect the installed reservoir seals offers Review dry inspection licence, Review paid inspection tour, Review inspector recall and Review full dry inspection, each with cancel/confirm. Licence and tour acceptance cost one attention each; observation and recall are free. Live gateway checks verify actual payment/refund, full opening/completion boundaries, exact independently advanced persisted state, reload, the inspected map status and layouts at 320/390/640/1440 pixels. Inspection leaves connected lined-open hydrology, natural basin custody and the retained stage curve unchanged. Eight later paired water intervals and offline/stepped simulation-and-receipt replay also agree; invocation revision counters and notification times remain separate delivery metadata.

The certificate proves one actual dry installed-floor inspection only. Hydraulic pressure testing, rated working controls, containment authorization, closed-empty storage, permitted capture/release, useful irrigation and recurring maintenance remain unfinished. Nonzero sediment still needs separately paid cleanup. The independent regional checkpoint gains only empty construction/inspection books through schema 38; its maturation/supply continuation and earned 120-day acceptance remain unexecuted. The full M0–M8 goal stays active. Reservoir construction is the companion specification; living world design remains the primary entry point.

The following floor-construction evidence remains valid as the preceding schema-37 stage. Its references to a later qualifying inspection are fulfilled by the separate paid stage above.

Continuous floor and connected lined-open mode (implemented, M8 partial). The completed 214-mass floor/fitting kit now has separately paid joining and installation. Four existing home builders carry four bricks, two dressed stone, two iron, two tools and 88 meals on the current 35-step route. Two whole workdays invest the joining batch, add 18 mass in slot ten and create a 232-mass kit in eleven slots, within the reinforced 240-mass gantry rating. The 28-day stage licence separately costs four timber, one tool and four food. A recalled completed joining remains staged; a later one-day rigging tour pays one tool and 84 meals instead of rebuilding the parts. Each crew has fourteen days of bounded ready custody and real return/unloading.

After joining, four separately paid source drain operators may share this exact prepared worksite. A current-tick actual completed drain pulse must leave zero local water, zero bed sediment and receiving head below floor 455074. The whole next canonical interval must also have zero opening/rain/incoming/closing/discharge and no sediment. The source authorizes the exact comparison; every named current holder consents to both dry lowering and sixteen future lined-open intervals before a separate start command. Title, Hydraulic engineering, crew presence, paid meals, setup/licence expiry and the actual closing fingerprint are rechecked. Lost consent or changed conditions cancels lowering and preserves staged parts.

Successful lowering consumes all 232 staged mass, seals the continuous floor/toe joint and releases eleven slots. Earlier fabrication, fitting, wall and foundation books remain immutable; separate consumption projections show zero staged floor/hardware and all twelve gallery slots free. The original-bed drain operators stop operating and both crews return physically. Installation begins connected lined-open behavior on the following water interval. Rain and separately attributed upslope runoff cross the existing footprint-to-basin interface once; the natural basin owns persistent water. Local film, local evaporation and local infiltration are zero. The raised footprint stays in the natural stage curve. Basin retains its existing wet-bed evaporation and aggregate seepage approximation; this is no claim of reduced whole-basin seepage. Flow above the 50,000-subunit header rating remains explicit open-basin overbank export to the same natural custodian. External sediment uses the same conserved boundary; the covered floor generates no new topsoil erosion.

Default-timing acceptance completes the joining, five actual consented drain pulses, lowering and both crew returns, then sixteen post-return water intervals. One builder tour uses two workdays and 88 paid meals (60 consumed, 28 returned); one source operator tour pays two timber, one tool and 60 meals (29⅓ consumed, 30⅔ returned). No crew hunger, new community food shortfall or hardship occurs; populations/labor remain twelve/eight at source and 24/thirteen at home, health 100. The complete schema-37 checkpoint is .qa-city/floor-placement-complete-attempt3.json, SHA 58883e93ca6c7f578cfe1856fedf2ea1759499d8e0fb72cdf926f59ee021d551, at 1855009200040. Its opening construction stocks are controlled: home {food:1000,timber:200,bricks:12,dressedStone:6,iron:8,tools:30}, source {food:900,timber:50,tools:25}, with all other goods retained. No mid-journey grants, extra people, labor, title or predecessor changes occur. Closing home food/timber are about 1009½/136, source 804½/48; the historical home unmet-food total 26 remains unchanged. This acceptance does not establish earned regional supply.

The earlier proposed requirement for a qualifying inspection before floor deployment is superseded by this exact clear-bed, full-dry construction interval. A separately qualifying post-installation inspection, hydraulic pressure tests, containment authorization, storage/capture/release controls and useful permitted delivery remain required. A construction receipt grants none of those. Nonzero bed sediment blocks this route and requires separately paid cleanup; no cleanup is silently performed. The independent 32-day regional checkpoint receives only empty construction books through schema 37; its remaining maturation/supply schedule and later earned 120-day gate remain unexecuted. The full M0–M8 goal stays active.

City → Land & water offers Join and install the continuous floor, with reviewed licence, setup payment, recall, source authority, holder consent/withdrawal and separate lowering. Cancelled reviews spend nothing. Confirming licence or setup costs one attention; consent, review and recall are free. The served payment/installed City and map checks verify exact costs/custody, reload and 320/390/640/1440-pixel layouts. See reservoir construction and implementation status.

The following predecessor-stage notes describe custody before this installation; their staged/open descriptions are historical, not the current installed state.

Forward comparison and raised containment correction (implemented, bounded): The owner can request eight or sixteen future intervals from exact cloned current hydrology. City shows complete or stopped comparisons and their conserved partial results. The original low v1 spill is blocked during the next storm, so a distinct v2 candidate adds explicit paid foundation work: original bed 450074, floor 455074, spill 456074, wall 457074, fill 50000. Existing v1 selections and notices remain unchanged through ledger 26. Full impact/notice integration, physical containment and live operation are still open; see the off-channel checklist.

Off-channel conservation primitives (implemented, bounded): The selected compartment now has a pure conserved interval kernel and a hypothetical sealing/dewatering planner. City exposes the actual footprint water and sediment, supported drain credit, planned excavation spoil and empty-compartment boundary without changing live custody. The candidate receiving-head calculation removes the exact footprint from the natural storage curve. The explicit forward comparison now couples these primitives to evolving hydrology and records downstream effects. Complete notice/permissions integration, paid containment and operation remain unavailable. See the off-channel implementation checklist.

Reservoir review can retain a commissioned outlet (implemented, bounded): Historical retention/release scenarios reconstruct each retained positive request from its exact operating certificate. The baseline reproduces recorded water and sediment before a scenario is shown; the proposed branch recalculates those same controls under changed head and stock. It preserves the full requested window and rejects missing coupled evidence. City reports observed versus proposed outlet transfers. This is not a recurring-operation forecast or renewed consent.

Containment correction (exact selectable design implemented; construction remains open): The existing eight-entry approach, including cells 1372992/1372993/1375041, overlaps natural basin and environmental-bypass storage. Paid lining alone cannot make it an independent reservoir. The exact dry adjacent compartment at 1372994 can now be selected or cleared after paid title registration: derive floor and walls from actual terrain, keep its local runoff and environmental bypass outside containment, and join the independently valid outlet at 1370945. The amendment fixes title-dependent component cells, the complete perimeter/freeboard, source split, drain/spill and existing outlet junction. New public notice remains unavailable until separate impact/kernel work resolves changed natural basin capacity, construction/dewatering and all affected users. See the off-channel implementation checklist. Its project ledger must begin at zero without relabelling existing natural water. This replaces treating shared-pool intake lining as the next sufficient physical step. Full useful operation still requires the W4 acceptance below.

Commissioning verification — 125 distinct focused tests pass: 30 core water/sediment/impact/integration/migration tests, 88 adjacent impact/budget/attention/City/regional/protocol tests, five physical-connection tests and two commissioning/reservation tests. The current commissioning suite also verifies full-corridor title loss and durable operator meal-clock events between water intervals. The paid-monitor/operator journey now authorizes a real pulse, matches all ten live water-interval fingerprints, transfers exactly 1,000 subunits (one game water unit) with a coupled zero-sediment receipt, closes observation and physically returns the operators. Scheduled and completed states restore; altered review, consent, interval, water and meal/material custody reject. An explicitly controlled affected-cell tenure branch verifies the second named community's consent and withdrawal. Relevant construction rolls back completely, unrelated production continues, pre-release drift moves no water, and post-release drift records one retained transfer plus an incident. The fixture begins after isolated late-stage construction with controlled material lots and rebased household clocks, so it proves this subsystem rather than the entire earned economy.

The live-server browser verifies closed-connection review/cancel/fund/recall with exact command payloads and physical refunds, map crew visibility, operator review/cancel/fund/recall, exact pulse authorization, reload and consent withdrawal at 320, 390, 640 and 1440 pixels without page errors. Three older local worlds preserve their prior water/sediment, stock and population and restore exactly again. Full gameplay acceptance remains open. Conservative limit: physical-work reservations are reach-scoped, but the opening fingerprint covers the wider registered hydrology network; a disconnected basin's hydrology change can invalidate a review.

Closed-gate connection and single-pulse commissioning (M8/W4, bounded): Completed receiver/source controls now unlock separately paid plug-removal work. Four builders travel receiver first, invest four whole workdays (4 timber, 2 bricks, 4 dressed stone and 4 tools in total, plus actual travel/work meals), remove both natural plugs behind closed controls and return unused custody. A separate four-person operator expedition costs 2 timber, 1 tool and finite meals for travel plus up to fourteen station days. Only operators physically at the dry source worksite may request one reviewed pulse, capped at 1,000 subunits (one game water unit).

The pulse forecast follows paired closed/open branches through every changed basin and both changed coastal crossings until water storage and sediment bed differences close, within twelve intervals. It inventories affected modeled fish, ecology, land, structures and current holders; unresolved exports or adverse modeled impacts block authorization. Source authorization and each named holder's revocable exact-review consent are separate from expired construction notices. Every physical alignment cell also freezes its source-charter or exact unassigned licensed-corridor title basis; a later foreign charter or changed basis blocks release independently of the affected-water graph. The live water kernel checks interval fingerprints and conserved debit/credit, closes the gates in the release interval, and retains actual water/sediment receipts. The affected reach is reserved during observation; unrelated city activity may continue. Cancelled, completed or interrupted observation sends operators home with remaining supplies. One actual transfer permanently consumes this asset's test allowance; it does not enable recurring release, intake capture, reservoir storage or village irrigation.

New version-one connection and commissioning books migrate only wholly unmarked older saves to empty ledgers. Physical work, crew addresses, paid custody, certificates, grants and conserved transfer identities remain separately validated. Reservoir-retention replay now preserves and verifies recorded positive operating requests and coupled sediment; future pulse forecasting remains a separate bounded capability. See living world design, player guide and technical reference.

Concrete commissioning envelope evidence (controlled probe, not approval): A command-earned remote monitor registers the 384-cell receiver basin at 1342280. Its first ocean spill occurs at 67,200 subunits; the earlier static network screen expands through eight natural basins and 3,656 reviewed cells, then hits ocean, link and basin limits. In paired no-new-actions branches, an explicitly injected kernel binding moves 1,000 subunits from source 1372993 at dry tick 12. Basin storage differences close at tick 16, but the source-network coast receives 998 fewer subunits while the receiver coast receives 980 more; 18 additional infiltration accounts for the difference, with no unresolved export or sediment change. Both exact coastal crossings must therefore be reviewed. None of the three currently modeled fish stocks lies in their connected coastal reach, and the two ocean/twelve shore cells have no current charter tenure. This historical injected probe supplied evidence for the later one-pulse public-commons rule; it did not itself earn a connection or authorize release. The implemented commissioning path described above now binds and rechecks weather/tick, registered runoff and engineered routes, source/receiver states, changed crossings, all modeled affected users and current tenure. Repeated releases remain unavailable.

Current delivery boundary — bounded outlet commissioning: major-outlet-connection.js funds the physical closed-gate connection; major-outlet-commissioning.js records operators, one exact source authorization, named holder grants, interval checks and actual transfer custody. major-outlet-impact.js computes a separate pulse lifecycle envelope. The fixed public-commons rule covers only this fully enumerated, no-adverse-modeled-impact pulse; it does not waive the existing open-network blockers for ordinary reservoir release. Full useful reservoir operation and maintenance/removal remain future work.

W4 sealed outlet controls (implemented, partial): After all interior cells are supported and lined dry, seal the receiver control before funding the source. Each endpoint pays its own surveyed support/cut, preparation and lining; none is inherited from an interior cell. Each lane then costs four timber, two bricks and two dressed stone for its frame; two timber, two iron and one tool for its closed gate. The final seal check costs two timber and one tool. Each unit needs four workers for one village day. Funding selects the largest affordable ordered prefix within 120 carrying weight including meals and the current return-before-expiry window.

The source component stays at its exact endpoint; builders work from alignment index one on the dry downstream side of its intact natural plug. Receiver builders work at the receiver endpoint. Both sites require current source title or unassigned paid corridor rights; a later foreign charter blocks work. The dry worksite, route, services and rights are checked again during travel/work. Independent certificates freeze this evidence. Paid permit renewal remains available after interior completion until both controls and connection work are complete.

These sealed-control construction stages remove no plug and move no water. Later connection and commissioning use the separate ledgers described above. Intake, full W2 impact and continuing consent, ordinary operating safety, maintenance and removal remain unfinished. The water-bearing M8 acceptance journey is not complete. Living world design remains the primary status entry point.

Supported dry-interior construction stage (implemented, bounded): After the paid first receiver-side footing, four-person crews can build all interior channel sections in receiver-first order. Exact natural-bed/invert differences require paid support/fill or excavation before bed preparation and lining. Automatically bounded tranches preserve the 120-weight carrying limit, actual walking meals and current construction-window expiry. Each invested unit remains physical; recall returns only unused cargo. A paid same-design permit renews construction for fourteen village days under fresh current access checks, without consuming one of the bounded design revisions or rewriting the original notice. Each permit retains separate payment and authorization custody; a changed design or current notice evidence still requires amendment and new exact rights. Earlier footing saves and receipts remain intact and receive no free support. The surveyed Basin corridor contains seventeen interior sections. Its first additional section requires eight support, four preparation and two lining units, paid across multiple trips. All interior sections can become a contiguous supported dry channel, while both end plugs stay intact and capacity remains uncertified. The separate paid endpoint, connection and commissioning stages above extend this construction record. Built intake/containment, complete reservoir effects, continuing water rights, useful conserved operation, maintenance and lawful decommissioning remain open. Proposal terms, visits and signatures still do not themselves build anything.

W2 selected-receiver reach notice custody (implemented, partial): An exact outlet notice now freezes a v3 bounded public reach fingerprint of exact inland reviewed and chartered cells, plus the exact screened ocean and shore cells and their public charter assignments, apart from named parties and reasons. New channel or charter coverage, a transfer between already named coastal holders, changed open frontiers or known coastal exits suspend that notice until amendment. V24 migration gives v23 notices no invented filing-time reach proof, and earlier v1/v2 digest kinds load but require amendment under the v3 check; selected older notices require a fresh revision. Controlled coast and paid two-owner Basin cases verify boundary-only changes and save validation. This is a freshness gate, not full basin discovery, forecast flood safety, all-party rights or W4 construction. See living world design, implementation status and both wiki audiences.

W2 potential receiver charter map links (implemented, bounded): City now locates each displayed public receiver-network community at its current charter anchor or fallback region cell. The paid southern-camp case verifies the map location, an older notice's suspension when that charter appears, and the amended notice naming its owner. City now also shows the first eight natural and engineered frontiers and known ocean exits with map links, plus omitted counts. These locations aid consultation; they do not locate predicted inundation or close the open ocean and unchartered reach. See living world design, implementation status and both wiki audiences.

W2 engineered coastal exit coverage (implemented, bounded): The receiving-network review now includes known ocean exits of basins reached through existing paid channels in its coastal public-party screen. A controlled channel recipient names a nearby shore holder without leaking stock; the coast and any omitted basins remain unresolved. Exact outlet notices can use that public party, but this is not a future discharge forecast or complete W2/W3 permission. See living world design, implementation status and both wiki audiences.

W2 potential receiving reach of an exact outlet (implemented, limited): Selecting a low-level or remote outlet now reviews the chosen receiving basin's bounded natural connections and existing paid channel branches as a separate potential affected network. It names public communities and screened coastal users there for exact notice even if a recorded window released no water or its impact replay is unavailable. The selected Basin remote route reaches a separate 3,656-cell bounded review with explicit ocean and basin-limit frontiers; it cannot claim exhaustive coverage. release-receiver-reach-unresolved and separate unchartered-tenure blockers keep that uncertainty visible. This read-only public screen does not establish discharge, private water conditions, customary rights, all-party consent or W3/W4 approval. See living world design, implementation status and both wiki audiences.

W3 exact common inlet section (implemented, limited): After selecting the exact candidate grade, the source engineer can review depth and lane options for a lined common channel. The bounded capacity rule assigns 50 game water units per lane per four hours at 1,000 height-millionths of depth, scaling linearly with selected depth. A selectable option must cover the peak simultaneous proposed admission through shared entry-path hexes in fully registered rows. Its exact candidate-sectioned-entry-paths-v2 terms revise the draft and later notice, add lining days and real preliminary materials, and cap both the exact-entry upper bound and routed whole-basin hypothetical intake. The v23 ledger migrates v22 without inventing a section and rejects unversioned or forged dimensions. The paid Basin journey covers selection, frozen notice, save, unchanged live water and stock, and clearing. This abstract section cannot establish hydraulic head, actual gate capture, containment, flood safety, rights, funding or W4 operation; W2 and the remaining W3 engineering blockers stay open. See living world design, implementation status and both wiki audiences.

W3 shared inlet-path demand (implemented, limited): The rated exact-entry review maps each registered four-hour edge row onto complete candidate in-pool paths. After the selected bypass and per-edge gate tier, simultaneous possible admission is summed at each crossed hex; peak and latest loads reveal where multiple gates require a common trunk. No new proposal term, material spend or water movement occurs. Natural drainage may differ from the candidate grade, and this demand is not measured in-channel flow or certified section throughput. A physically verified common-channel section, physical gates and containment, controlled storage connection, all-entry capture, full W2 effects, rights, funding and W4 service remain open. See living world design, implementation status and both wiki audiences.

W3 provisional lined outlet section (implemented, limited): After the paid exact remote corridor profile returns and the source rates its grade, the owner can review and save a 1,000, 2,000 or 4,000-height-millionth lined open-channel depth. The four-hour full-pool game screen uses opening head, lane count and observed receiver peak where available; absent peak history it is explicitly optimistic. The section adds depth-dependent lining work and materials to an unfunded estimate and freezes in exact notice terms. In the verified whole-basin historical replay, each proposed transfer must also fit the selected section at closing source/receiver head; section-limited water is reported separately from backwater, while the exact-entry bound also applies closing-head section capacity against fixed observed peak or optimistic natural bed and remains optimistic about same-interval receiver routing and rise. V22 restore validates the canonical rate, route and section and migrates older v21 saves without a section. It compares reconstructed exact terms by value, allowing inlet controls to be rated after an outlet is selected without losing save validity; forged entry geometry still fails. It does not verify friction, erosion, storm tailwater, receiver flood safety or construction; W2 effects, remaining W3 engineering and rights, and W4 service stay open. See living world design, implementation status and both wiki audiences.

W3 released Basin outlet wayleave (implemented, limited): The exact candidate-unmarked-outlet-v1 Basin path is now an authored public-works release, with no represented customary or published founding-parcel claim on its sixteen unchartered, feature-free cells. The source must first complete and return the separate paid exact corridor survey, file an open revision-specific notice, operate a staffed registry and retain Hydraulic engineering, Land registry and Public accounting. Registering the narrow construction right spends thirty-two timber and sixteen food; field access spent its own tools. The licence receipt introduced in v21 and retained by v22 names the survey, proposal revision and exact cells. Later charter holders still need their own noticed easement, and amendments do not inherit the registration. The current Basin title/easement blockers can therefore clear without awarding a charter or live water. W2 complete reach and impacts, hydraulic section and safe discharge, all-party water rights/consent, funded works and W4 operation remain required. See living world design, implementation status and both wiki audiences.

W3 avoidance alignment (implemented, limited): The same bounded scout now offers a deterministic shortest walk that avoids marked natural features. For the Basin endpoint it is eighteen steps and sixteen unchartered cells like the direct path, but bypasses two dune plots for 1,725 instead of 1,702 provisional one-lane cut-work units. The owner may save and notice this exact path, then fund receiver and corridor field trips along it. At route selection, feature review clears but unchartered construction rights remain; the separate paid wayleave above can cover those cells. Complete W2 effects, hydraulic section, safe release and all-party consent still block W4 works. Major-waterworks ledger v20 migrates v19 neutrally and validates the canonical avoidance path. See living world design, implementation status and both wiki audiences.

W3 shortest-route alternative (implemented, limited): A source can now compare the least-ridge trace and shortest deterministic land walk to the same lower receiver. The Basin direct alternative spans 18 steps and 16 unchartered hexes, versus 34 and 32 for the least-ridge route, while its provisional one-lane grade-cut work rises from 998 to 1,702 units. An owner can choose and notice the exact direct alignment; saved terms, current title review, graded head and paid receiver/corridor trips use it. Ledger v19 rejects forged or unversioned direct paths. The tradeoff informs siting and material planning but does not establish cross-section, safe discharge, affected rights, W2 effects or W4 construction. See living world design, implementation status and both wiki audiences.

W3 exact outlet corridor field visit (implemented, limited): Once the remote endpoint field report returns, the source may pay a separate two-worker expedition to walk the selected ridge trace and study for a full village day. It uses four timber, two tools and route meals; two timber and one tool are spent at dispatch on access gear for modelled shallow water up to 0.003 normalized depth. On physical return it records an ordered natural-bed/biome/feature profile of every selected cell and clears release-corridor-unvisited. The preliminary grade and rate remain proposed; no cross-section, lining, safe discharge, title, affected-party agreement, water right, live diversion or W4 construction follows from this visit. See living world design, implementation status and both wiki audiences.

W3 physical lower-receiver observation (implemented, partial): After choosing the exact lower-catchment ridge proposal, a paid two-worker watershed team can walk over own or unchartered land to its unchartered endpoint, complete a full site day and return the natural catchment report. That returned report unlocks a second funded two-worker trip carrying six timber, two tools and route meals to install a passive runoff gauge after another full day. A new foreign charter prevents an outward installation; an existing gauge remains a narrow observation easement if later title is registered. The Basin gauge at 1346380 enrolls receiving basin 1342280 for complete rainfall and observed peak history, clearing the missing-site and unmonitored-receiver proposal blockers in sequence. These trips create no construction title, water-use right or built release. W3 still needs verified outlet grade and discharge, cross-section, effects and consent before W4 construction.

W3 lower-catchment corridor becomes exact proposal language (implemented, partial): The owner can choose a bounded ridge trace from City's alternate-receiver leads. Its cells are saved with a new proposal revision and frozen in later notices, placing every crossed plot into title, feature and easement review. The paid Basin route to lower basin 1342280 spans 35 cells and leaves 32 construction cells untitled; its grade is a terrain cut sketch and selection alone supplies no monitored peak. It is neither a field survey nor an excavated channel. After the separately paid observation station, W3 still needs cross-section and discharge proof, full W2 effects and permissions before W4 funding or operation.

Remote lower receiver siting check (evidence, no new right): The reconnaissance lead at basin 1342280 has a lower natural bed than the paid Basin source, but both that basin and the nearby candidate endpoint are desert. A bounded search found no suitable field-supported seven-hex camp within six hexes of the receiver; the nearest screened dry field camp with a walkable route from the existing Basin parcel was twelve hexes away. Ordinary local charter survey reach cannot put a station on the receiver from that camp. A permanent observation parcel cannot be inferred from a low outlet endpoint. The later paid unchartered observation easement and receiver gauge solve this narrow monitoring-access gap; construction title and hydraulic certification remain separate.

Next W3 outfall siting evidence (implemented, read-only): The source City's bounded eighteen-step, 1,200-cell terrain search now groups distinct lower receiving catchments and shows up to six least-ridge walking traces, with recorded receiver high water only where a basin is monitored. The paid Basin case finds its two nearby receivers already above the proposed full-pool level at their observed peaks. A separate lower catchment is unmonitored and its best traced approach still needs a ridge cut above 0.02 normalized height. This rules out assuming a low endpoint is a gravity outlet. The trace is neither an excavated route nor a constructible design. Paid receiver observation is now available for a selected endpoint. Grade, cross-section, sediment, release capacity, safety, exact rights, full W2 impacts and W4 operation still require proof before funding works.

W3 regional material preparation, partial: A source-owned active exact rated intake or graded outlet proposal now exposes its combined preliminary one-time stock shortfall as a Regional overview exception. The issue opens that proposal's Supply chains goal and updates after a rate is cleared or materials arrive, protecting local household meals. The paid Basin test confirms a combined goal, read-only alert and intake-only goal after clearing the outlet rating. This aids physical material preparation; the proposal still lacks certified hydraulic connections, complete impacts and permissions, funded construction and W4 operation. See living world design, implementation status, player guide and technical reference.

W2 source-pool journey exposure, partial: Verified recorded-window review now intersects newly wet source-catchment cells with the remaining paths of currently paid journeys. Public review shows distinct journey counts and named carrier communities, while an affected recipient sees only its own bounded route hexes. An active route adds an approval blocker and a proposal-transit-interruption notice reason even when the carrier owns no wet land. The comparison does not interrupt or refund a journey; future route safety, full affected reach, rights, hydraulics and W4 construction remain open. See living world design, player guide and technical reference.

W3 source alternatives include construction rights, partial: The existing paid-station comparison now includes exact unassigned construction hexes and marked features for the selected source's current chosen capacity and each other monitored source's highest supported candidate capacity, as well as release-head evidence. The Lower basin 10- and 25-unit footprints both cover unchartered farm 1375043; reducing capacity at that source does not clear its use or title. Choosing a different surveyed source remains a possible design decision, subject to its own complete W2 effects, W3 rights, hydraulics and W4 funding. This is a pure comparison, not a site grant. See living world design, implementation status, player guide and technical reference.

W3 marked-site disclosure to notice recipients, partial: The exact incoming notice now identifies all marked terrain on its proposed construction footprint and which marked cells, if any, sit in the recipient's current charter. The southern Lower basin holder can see unchartered farm 1375043 before answering or granting its two-cell easement, but cannot sign for the farm. The list follows saved revision terms through reload; site-use review, survey access, customary/NPC claims, full W2 effects and W4 construction remain separate. See living world design, implementation status, player guide and technical reference.

W3 marked construction-site protection, partial: Exact proposal construction cells now retain a separate feature-use blocker whenever their generated terrain has a marked feature, regardless of whether the cell has current public title. The Lower basin farm is presently unchartered; a controlled later-title check proves title would remove that one title gap without clearing existing-use or protection review. City names the marked cells. A lawful feature inquiry, affected users and customary/NPC consent, W2 completeness, funding and W4 works remain open. See living world design, implementation status, player guide and technical reference.

W2/W3 shared receiving-basin notice and signatures, partial: Two owners pay for connected receiver titles in one saved world, and the source's monitored 25-unit review recognizes the southern village as a construction holder. A physical six-tool/eight-timber trade, finite iron import, charcoal production and forging overcome shared waystation tool exhaustion. After a paid watershed report but before its runoff station, the source also pays for a dry fourth-ring survey at 1375044. It drafts exact natural intake and pool-entry controls and registers that still-fresh works edge with local registry service and ordinary materials before filing notice. The base storage/spill footprint then lacks title only at marked farmland 1375043; the selected controls add other untitled construction endpoints. The southern owner acknowledges, grants an easement for its two intersecting titled works cells and separately consents to water use; the source consents for itself. Each action and frozen revision restores. The named signatures do not complete the affected-party register, W2 effects, hydraulic proof, funding or W4 operation. See living world design, implementation status, player guide and technical reference.

W3 southern-bank title, partial: The separate South basin charter parcel is a paid founder destination from site:495:703. In one two-player world, its twelve-person village pays for connected inner hex 1377091 and outer works hex 1375042 while the Lower basin observation village keeps its four receiver plots; title and ownership restore. This reduces the unassigned base-footprint count but grants no easement, water right or reservoir. The adjacent 1375043 plot is generated farmland, excluded from ordinary charter-edge releases; a site-use and tenure path remains to be designed and proved without treating that feature as vacant. Complete construction title, exact all-party permissions, W2 impacts, hydraulics, funding and W4 work remain open. See living world design, implementation status, interface behavior, player guide and technical reference.

W3 conditional receiver works title, partial: The Lower basin village's paid source report now exposes exact fourth-ring pool-entry endpoints for early survey while unmonitored ground is dry. It exposes no unrelated fourth-ring plots and grants neither proposal nor title. A paid team returns the report for 1375044 before the station is installed; after monitoring, a 25-unit draft, owned intake route and exact natural pool-entry controls enable the ordinary sixteen-timber, two-tool, eight-food works registration within the fourteen-day report window. The saved authority names its source, proposal revision and exact entry edge. Five of seven base storage/spill plots then have title; 1375042–1375043 remain outside this village's four-ring reach. The selected entry-control proposal additionally counts twelve untitled construction cells across its full exact footprint. Full affected-party and customary rights, hydraulic design, W2 effects, funding and W4 operation remain open. See living world design, implementation status, player guide and technical reference.

W3 paid receiver-edge title, partial: Before the Lower basin village installs its gauge, four ordinary returned charter-edge surveys and registrations can give it basin center 1375046, nearby spill hexes 1377095 and 1377096, and outer hex 1375045. The last needs active Public accounting and Land registry; all need real local timber, tools and food. This ordering matters because monitored floodwater can later prevent a team from observing the center. The tested 25-unit review then shows only 1375042–1375044 unassigned, instead of seven construction cells, while the exact charter and gauge restore together. Of those three cells, 1375044 is a fourth-ring pool-entry edge that can be pre-surveyed while dry but registered only after an active exact entry-control proposal; 1375042–1375043 lie beyond this village's four-ring extension limit. Even complete title would not settle hydraulic design, W2 effects, W3 water consent or W4 operation. See living world design, implementation status, player guide and technical reference.

W2/W3 downstream monitoring, partial: watershed-watch-v1:505:670 is an optional separate, dry Frontier parcel beside the receiving basin of the paid Basin proposal. A player pays for its frontier survey, charter and eight founders, develops the camp into a twelve-person village, imports real building inputs, staffs a mill and researches Hydraulic engineering locally. A returned paid watershed report and separately installed runoff station at its owned source hex 1375047 now observe basin 1375046; the report and gauge survive save restoration. The receiver pool center remains unchartered in this monitoring-only route, and the 25-unit major-reservoir review still requires construction title and later engineering, consent and works. A synthetic nine-cell corridor from source basin 1372993 to the next natural spill receiver at 1377096, with existing rated entry controls and a 2.5-unit illustrative outlet tier, released zero of ten requested units across the same three verified wet intervals; the original first-receiver corridor also released zero. That earlier synthetic replay was not a filed proposal or physical design; a current exact ridge trace may now enter proposal review as described above. W3 still needs a lower or different proven discharge and its full affected route before construction funding. See living world design, implementation status, player guide and technical reference.

Next W3 design gate — a release corridor that can actually drain: A bounded terrain scan around the paid Basin camp found no strong spill-only first-build outlet within forty hexes at the currently supported 10/25/50-unit capacities. Its source basin has 2.62 units of ideal receiver-bed release head at ten-unit storage but the verified recorded replay releases zero against receiving backwater. The nearby 25-unit candidate has only 3.91 units of dry-bed head, and the larger 50-unit basin's natural crossing has none. This is site evidence for the current generated scenario, not a global impossibility proof. A future buildable design must either prove a different surveyed site or grade, title and rate an engineered corridor to a lower receiving reach beyond the current first-spill choices, then recheck its full affected route and every W2/W3/W4 gate. Do not turn the present preliminary bill into a funded reservoir stage merely because its dry-bed estimate is positive.

W3 paid source-site release comparison, partial: Each returned, installed source station in City's bounded monitored-site list now summarizes complete candidate release routes and separates ideal dry-bed head from head remaining against recorded receiver high water, including explicit unknown-history and peak-blocked counts. The counts use that site's highest supported capacity and do not change a draft. Two gauges feeding the same basin carry one shared release-site result. This helps reject a poor topographic candidate before revising a proposal but does not prove engineering, complete effects, rights, funding or W4 service. See living world design, implementation status, player guide and technical reference.

W3 candidate-outfall receiver peak preflight, partial: The early release-outfall screen now compares every complete candidate crossing with any retained receiving-basin high-water mark. City displays the maximum ideal release from a full proposed pool at that recorded receiver level alongside the bed-only estimate, or states that no receiver history exists. A zero result warns of a possible blocked site before the corridor is selected; it does not reject the draft or prove future operation. The separate selected-grade blocker, interval replay, full hydraulic design, W2 impacts, W3 rights and W4 construction remain outstanding. See living world design, implementation status, player guide and technical reference.

W3 frozen notice-party basis, partial: New filed notices retain why every named current community received that revision, potentially for several overlapping public reach, land, release-pressure or construction reasons. Source and recipient City screens show the saved reasons after amendment; older migrated notices state that the historical basis was not retained. Version-sixteen validation checks exact party keys and supported ordered reasons. The current-notice check also compares that basis with today's public screening; changed reasons suspend responses and active consents even when party IDs are unchanged, pending amendment and re-filing. This is review evidence, not a complete rights inventory or construction authority. See living world design, implementation status, player guide and technical reference.

W3 frozen works disclosure, partial: Filed source history, each named recipient's City notice, and the related confirmation reviews now expose the exact proposed entry edge list and gate tier, inlet invert profile, outlet corridor, outlet rate and outlet invert profile from that notice revision. Missing selections are stated. A later source amendment leaves the earlier notice readable as superseded history. The recipient can inspect what it is being asked to acknowledge, ease or consent to; inspection still grants no right or construction. Customary and unknown claimants, complete W2 effects, hydraulic proof, ratification, funding and W4 service remain open. See living world design, implementation status, player guide and technical reference.

W2/W3 retained receiver high-water screen, partial: Basin-water version five preserves each existing node's highest observed closing storage and its tick after the twenty-row detail window rolls forward. Version-one through four restoration seeds only from the retained opening and closing samples and records the observation start. A selected outlet grade compares the recipient basin's retained peak under the present sediment bed with the hypothetical full source-pool waterline; an observed receiver level at or above that line adds an exact proposal blocker and City explains the peak. The comparison cannot reconstruct a past synchronized release or cover storms before monitoring, unregistered inflow, design floods, friction, receiving works, rights or W4 construction. See living world design, implementation status, player guide and technical reference.

W2/W3 outlet landholder notice, partial: The exact notice-party set now includes current charter holders of land newly wet because of the proposed graded-outlet release, even when the same land is wet under natural history and has no building or working well. The release-versus-closed-outlet claim list supplies the public holder ID, and the ordinary notice response and separate water consent still belong to that holder. This closes one recorded-window party omission, not the unresolved customary reach, future flood safety, all-party rights or W4 works. See living world design, implementation status, player guide and technical reference.

W3 voluntary lower-release flood request, partial: A named human recipient on a current 50% release notice may record a flood-exposure objection requesting 25% opening-storage release. It uses the existing versioned counterrequest field and exact notice response sequence; restore accepts only this downward flood request, while downstream-flow objections retain their existing 25%/50% alternative. City offers the choice beside the recipient-specific impact comparison. The source can compare and amend, but must re-notice and seek new consent. No impact model is treated as complete proof, and no W4 work or water moves. See living world design, implementation status, player guide and technical reference.

W2/W3 recipient-specific outlet exposure, partial: Incoming notices now distinguish the outlet's own receiving-basin effects from the larger natural-versus-proposal land scenario. A reviewing charter sees only its newly wet receiver hexes, added depth-based building pressure and newly wet working wells under the noticed and alternate release rules. The source's existing public aggregate still determines notice parties; private current condition remains with its owner. The read enables a more informed voluntary answer but does not complete future design-flood, ecological, engineering or W4 construction gates. See living world design, implementation status, player guide and technical reference.

W3 exact amendment planning, partial: The source City's candidate matrix now starts from an active same-source proposal's selected intake, rated entry controls, outlet corridor and grade. Capacity, bypass and release choices each rerun current evidence and blockers; the alternate release percentage is no longer an alias of a saved 50% result. The preview remains read-only and an accepted amendment still revises terms and requires fresh notice and consent. No hydraulic certification or W4 work follows from previewing. See living world design, implementation status, player guide and technical reference.

W2 receiving building pressure, partial: The exact graded-outlet history now applies the existing depth-based building flood-rate rule to both same-interval receiver branches. Additional proposed rate points count even when land was already wet, and present charter holders of affected buildings join notice parties. Source City displays the rate change and a distinct blocker. A controlled downstream-home case has zero newly wet receiver land but one added rate point. The result is historical conditional pressure, not a design flood, complete receiver engineering or W3/W4 authority. See living world design, implementation status, player guide and technical reference.

W2 receiving release exposure, partial: An exact graded outlet now receives a separate receiving-basin flood screen in the verified retained-window comparison. Each interval holds the candidate's opening sediment bed fixed and compares its receiver with the same candidate interval when release is closed. Newly wet land, current charter claims and current uses appear in City; any such exposure adds an exact proposal blocker and is recomputed for capacity alternatives. This isolates outlet water-level effects from reservoir retention, but a recorded window is not a design flood or a safe-discharge certificate. W2 complete effects and W3/W4 engineering, rights and construction remain open. See living world design, implementation status, player guide and technical reference.

W2 rated-entry path exception, partial: The current rated basin comparison now reports when an entry edge has positive measured post-bypass, post-tier opportunity but no same-interval recorded path to a source-basin export. The latest one-interval card identifies exact entry hexes; history and controlled-release cards count disconnected entry-interval occurrences. A connected entry with less total capacity behind a shared downstream bottleneck is not mislabeled disconnected. The report guides later W3 intake engineering but is neither water provenance nor a permission to build. See living world design, implementation status, player guide and technical reference.

W2 source-inflow attribution for rated entries, partial: Exact rated-entry throughput and routed-path evidence end at direct source-basin boundary exports. The candidate replay now permits that allowance to capture only direct runoff in the source basin, while separately recorded upstream basin transfers pass through ordinary basin routing without spending the gate allowance. A controlled case admits 1,500 of 2,000 direct units under 25% bypass and none of 118,326 transferred units. This makes the conditional effect scenario more faithful to its evidence; mixed cell water, delayed flow, hydraulics, ecological clearance and W3 authority are still unresolved. See living world design, implementation status, player guide and technical reference.

W2 routed-entry capture ceiling, partial: The verified one-tick and retained-window basin scenarios now impose a second ceiling on exact rated entries. A maximum-flow screen starts at each selected gate's measured post-bypass, post-rating quantity, follows only the same interval's conserved registered surface transfers, and ends at recorded source-basin boundary exports. It caps candidate direct source-basin runoff capture at the lower of available gate throughput and possible routed delivery; incoming basin transfers cannot spend that allowance. Unrelated basin runoff, a disconnected gate or a narrow downstream edge cannot supply the candidate store in that tick; disconnected positive-flow entries are reported separately from shared bottlenecks, and missing source receipts yield zero. This does not identify water origin after mixing, carry surface storage between intervals, engineer gates or authorize W3 work. See living world design, implementation status, player guide and technical reference.

W3 regional intake-rate warning, partial: An active source-owned proposal with exact rated entry controls now appears in Regional overview when a proposed tier is below any edge's retained observed four-hour peak. The issue reports the number of undersized entries, largest measured flow and excess, and directs the owner to Land & water. Amending to an adequate tier, clearing the rating or withdrawing the draft removes the current warning. The peak begins at its ledger start tick and does not certify unobserved storms or a physical gate. See living world design, implementation status, player guide and technical reference.

W3 retained measured gate-rate evidence, partial: Registered exact entry edges retain their maximum observed four-hour transfer after a versioned peak-history start tick. Candidate per-edge gate tiers are checked against this retained maximum even after its detail row ages out of the 20-interval window. Earlier cumulative transfer totals do not imply a maximum rate; migrated saves use only retained verified rows. The recent combined-flow and exact-entry replay windows remain bounded separately. This is a historical throughput warning, not a design-storm rating or engineered intake certificate. See living world design, implementation status, player guide and technical reference.

W2/W3 rated-entry ceiling in basin impact history, partial: For exact rated-entry-controls-v2 terms, the one-interval and whole-basin candidate branches now cap total intake in each tick by measured exact-entry flow after bypass and rating, further limited by recorded same-interval paths to source-basin exports. A missing edge or basin-source interval caps that tick at zero instead of inventing gate capture. The separate measured exact-entry card remains an upper-bound ledger; the basin replay now respects its per-tick potential but still cannot attribute mixed basin arrivals to particular controls or prove a built hydraulic link. A controlled case captures six rather than ten units and none in an unobserved next interval; the paid Basin has sufficient measured flow to retain its prior figures. This moves W2 effects and W3 intake design together without clearing hydraulic connection, complete ecology, consent or staged work. See living world design, implementation status, player guide and technical reference.

W3 rated-intake preliminary supply and exact candidate grade, partial: Each exact rated pool-entry control contributes to one source-owned staged, four-worker planning envelope. When all known in-pool entry paths are complete, a shared downhill candidate grade adds path lining and abstract cuts once per distinct hex; an incomplete grade leaves an explicitly gate-only bill. The owner can select or clear the canonical profile as exact revisioned candidate-graded-entry-paths-v1 proposal and notice language after rating the entry controls. Ledger version fifteen migrates older grades neutrally and validates active and frozen profiles. The bill scales with selected edge count, throughput tier and capacity waterline, using real timber, bricks, dressed stone, iron, tools and reserve-protected food. At the paid Basin site, eight 1,000-unit-per-edge controls and a three-hex shared grade estimate 56 village days and 168 timber, 116 bricks, 104 dressed stone, 40 iron, 11 tools and 224 food. Supply chains adds this to any rated outlet as one one-time proposed works goal. Exact profile terms do not establish hydraulic certification, spoil accounting, a final bill or authorization to build; W2 effects and W3 rights remain open. See living world design, implementation status, player guide and technical reference.

W3 regional engineering exception, partial: Source-owned active graded outlet proposals with verified recorded receiving-backwater loss now add a Regional overview attention item with requested, delivered and withheld water and a route to Land & water. Clearing the rating or withdrawing the proposal removes the item. This surfaces a concrete design failure while complete impact evidence, affected-party rights, channel engineering and staged construction remain gates; the warning is neither a live-water event nor a permit. See living world design, implementation status, player guide and technical reference.

W2/W3 graded-outlet receiving backwater, partial: The verified historical whole-basin replay now checks the candidate receiving basin’s opening water plus direct local runoff and known same-interval arrivals from a no-release candidate routing replay before each graded gravity release, then checks the receiver rise caused by the proposed transfer. The effective head floor is the higher of its current water level and the exact outlet invert, translated into held source volume; a bounded whole-unit search caps the transfer before the heads meet, and additional discharge loss and affected intervals are reported. At the paid Basin site the five-unit exact-entry upper bound becomes zero scenario release because the receiver stands higher on both release intervals. A controlled third-basin crossing blocks a five-unit release that opening receiver water and direct runoff alone would permit. This conservative pre-loss screen does not move water, settle future tailwater or certify a physical cross-section, friction loss, receiving flood safety or construction right. See living world design, implementation status, player guide and technical reference.

W3 proposed works supply graph, partial: Each active exact rated draft or notice now exposes its read-only preliminary intake and/or outlet material bill as one combined one-time planned use in the source village’s Supply chains graph. Dressed stone traces to finite quarry rough stone and Masonry processing or physical imports; the bill remains outside recurring demand and changes with current proposal terms. The graph grants no construction order, hydraulic verification, consent or reservation. See living world design, implementation status, player guide and technical reference.

W3 preliminary outlet construction supply, partial: An exact graded rate now yields a nonfundable stage and material estimate: one staking day, rate-dependent cut/lining days and two fit/test days, with four workers and explicit timber, bricks, dressed stone, tools and food needs. The paid Basin 2.5-unit corridor has two cut-work units, eight estimated village days and a 40/25/16/3/32 materials split; the owner sees whole-unit shortfalls after protecting the source village's household food reserve. This makes a real dressed-stone import or finite rough-stone quarry-to-mason chain visible before attempting a major build. It does not establish excavation volume, channel section or friction, flood-safe receiving works, all-party permission, final bill or W4 operation. No stock or labor is reserved until a future lawful funded stage exists. See living world design, implementation status, player guide and technical reference.

W3 exact candidate outlet grade/rate, partial: The source may now select or clear an exact 1, 2.5, 5 or 10-unit four-hour rate on its selected release corridor. The deterministic descending invert profile and rate enter version-fourteen proposal and notice custody; changing them requires a fresh notice and signatures. Both the measured exact-entry bound and verified basin-wide historical release replay enforce the graded head floor and rating. At the paid Basin site a 2.5-unit rate permits five units in the exact-entry upper bound but zero in the backwater-aware full replay. A requested rate above available head does not manufacture discharge, while a lower tier adds a separate recorded-request blocker. This is a candidate design, not an engineered channel cross-section or gate: friction, erosion, cut volume, final funded material/crew bill, receiving flood safety, complete W2 effects, W3 ratification and W4 funded construction/operation remain open. See living world design, implementation status, player guide and technical reference.

W3 selected-corridor grade preflight, partial: A selected exact low-level corridor now exposes a deterministic one-millionth-fall invert from the receiver, natural-bed cut heights, a graded-entrance head floor and illustrative four-hour rate sensitivity. The paid Basin route would cut its spill plot by 511 height-millionths and retain 7.41 units to keep head at the proposed entrance, limiting full-capacity gravity draw to 2.59 units before any throughput constraint. The selected route remains a proposal; no channel width, friction/loss model, cut volume, disposal plan, final funded material and crew bill, rated gate or protected receiving outfall exists. The prior receiver-bed historical replay remains optimistic until a candidate grade and rate are selected as exact revised terms above. Further W3 engineering must verify channel section and future design loads, include every affected holder, then stage lawful paid construction. See living world design, implementation status, player guide and technical reference.

W3 exact outlet proposal and bounded release replay, partial: A draft can now select or clear one complete, head-positive, bounded spill-to-receiver corridor. Version-thirteen custody freezes its exact cells in title and notice/easement terms, preserves them through same-source amendments and rejects invented old-save geometry. Selected-route historical bounds cap the requested opening-storage release at the optimistic receiver-head floor, report unmet water and route hypothetical released water to the separate receiving basin. The paid Basin ten-unit, 50% case permits 5.24 of 10 requested units over three intervals. Still required before W3 approval or W4 operation: a physically specified grade and gated capacity, final funded material and labor bill, all affected land/water rights, full W2 downstream and ecological effects, funded construction, monitoring and failure/recovery rules. release-outfall-engineering-unverified stays. See living world design, implementation status, player guide and technical reference.

W3 release-outfall head evidence, partial: The proposed pool and spill crossings now receive a bounded in-pool route and a capacity-waterline check. For each receiver, volumeAt(receiver bed + 1) is an optimistic minimum held volume for gravity head after a hypothetical low-level cut; the record-window proposed release is flagged when it exceeds opening held water above this floor. The paid Basin at ten water units sits below its natural spill lip, and a 50% release violates that idealized floor even though the corridor is geometrically complete. This does not define an excavated grade, outlet capacity, lawful receiver, final funded material bill or physical release; release-outfall-engineering-unverified remains. W2–W4 delivery gates stay open. See living world design, implementation status, player guide and technical reference.

W3 natural pool-connection evidence, partial: Each reviewed pool-entry endpoint now gets a bounded downhill terrain trace through candidate pool cells to the basin cell. City reports incomplete approaches, primary drainage splits and approach cells above the selected capacity waterline. The paid Basin proposal has all eight natural paths; its high fourth-ring approach reaches the basin by dry downstream grade, not by submerged storage. A selected entry set with an incomplete in-pool path is blocked. This is site evidence for a later engineered design, not built gates, retaining works, a release outfall or proof of future captured flow. W2 reach, W3 consent/construction and W4 operation remain open. See living world design, implementation status, player guide and technical reference.

W3 exact-entry retention comparison, partial: The rated proposal review conserves a separate historical upper bound using only rolling full-interval transfers across its exact natural pool-entry edges. Per edge, at least the selected 25% or 50% bypass passes, and rated four-hour throughput limits possible capture. A release rule requests 25% or 50% of opening held water before new admission; when an exact outlet is selected, the receiver-head floor caps that release and the card reports the unmet amount. Candidate and saved City cards show measured flow, possible admission, requested and actual hypothetical release, passing water and closing held water per interval. This does not replace the basin-wide comparison or model a built hydraulic connection: other basin water is outside these controls, all admitted edge water is assumed to reach one store, and the chosen corridor still has no engineered discharge capacity. W2 reach coverage, W3 gates/permissions/construction and W4 operation remain open. See living world design, implementation status, player guide and technical reference.

W3 reviewed gate throughput terms, partial: An active exact pool-entry proposal can now record a uniform per-edge four-hour throughput tier after a full registered interval at every known entry. The five selectable tiers span 50–1,000 game water units. RATE_MAJOR_WATERWORKS_MANIFOLD revises the exact intakeManifold terms from site-only natural-entry-controls-v1 to rated-entry-controls-v2, or clears the rating back to site-only terms; all earlier notices and signatures stay tied to their original revision. The review flags any edge whose actual observed peak exceeds its selected tier, while a higher tier only passes that bounded historical comparison. Version-twelve migration neither invents ratings nor accepts unversioned rated terms. The conditional fourth-ring title route continues to recognize the same canonical edge list. This is an explicit throughput proposal, not hydraulic gate geometry, a link from all edges to held storage, a complete bypass rule, future flood safety, material funding or permission to work. intake-engineering-unverified and W2–W4 delivery gates remain. See living world design, implementation status, player guide and technical reference.

W2/W3 observed entry flow, partial: Each bounded natural edge entering a candidate reservoir pool now has a read-only match to the conserved surfaceRouting.transfers ledger and a rolling twenty-interval exact-rate window. The owner sees endpoint admission, cumulative actual transfer, present routing target, each edge's recent peak and latest four-hour transfer, and the combined same-interval peak. Only full intervals after all known entry endpoints joined are compared. Routing-ledger version two checkpoints old saves without fabricating historic rates, reconciles the recent rows plus their earlier baseline to cumulative transfers, and rejects malformed restored rows. Paid Basin monitoring gives positive receipts on all eight entries. The rates can span drainage changes and exclude unregistered exports, rain within the pool and other basin inputs; even a full recent window cannot by itself size a gate or validate the hypothetical basin-wide capture replay. Exact hydraulic connections, control capacity, complete affected reaches and W3/W4 approval and operation remain open. See living world design, implementation status, player guide and technical reference.

W3 current title-action workflow, partial: Candidate and saved proposal reviews now join their exact unchartered construction hexes to the source village's current released edge offers. City exposes the server's survey and registration availability, material bill, returned-report state and direct reviews of the existing paid commands. A hex outside those offers remains a named title gap. The paid Basin path can clear its selected footprint, but this workflow neither ratifies the project nor engineers a gate; complete impacts, rights, funding and W4 operation remain open. See living world design, implementation status, player guide and technical reference.

W3 paid fourth-ring entry title, partial: The selected eight-edge Basin manifold now makes its one plain fourth-ring endpoint, hex 1377089, a conditional Major works edge offer to the source village. The owner physically stages a replacement tool before monitoring, returns a separate two-person frontier survey, follows a dry homeward detour after floodwater covers the original route, and registers adjacent title for sixteen timber, two tools and eight food. Version-three extension receipts retain the paid title after withdrawal and reject tampering; version-one/two receipts keep their old reach. A second paid Basin journey uses home-forged tools and physical supply to survey and register all five ordinary inner/outer entry endpoints before the final fourth-ring title. Its selected proposal then has no unassigned construction cells or construction-title blocker. City separates this conditional works reach from ordinary three-ring geometry, and title alone leaves engineered gates, every affected right, full W2 effects and W4 work blocked. See living world design, implementation status, player guide and technical reference.

W3 exact candidate entry controls, partial: A current owner may now select all bounded natural entry edges for a chosen pool as exact revisioned proposal terms after its natural route. The paid Basin approach has eight entries; seven are outside the two-cell route. SELECT_MAJOR_WATERWORKS_MANIFOLD adds each directed edge's endpoints to title, occupied-use, notice and easement review, with no title or physical gate granted. The new term survives notice, same-source amendment and version-eleven save restoration; clearing it requires another revision and fresh notice. One controlled other-charter endpoint receives a separate acknowledgment and exact easement choice. This resolves only the missing site selection: actual gate geometry and capacity, links from entries to held storage, environmental bypass at each control, unknown tenure and complete W2 effects still block funding and W4 operation. See living world design, implementation status, player guide and technical reference.

W3 intake-entry control gap, partial: Selection now checks the directed edges of an exact natural-route alignment against the bounded entry edges feeding its candidate pool. The paid Basin approach has eight complete natural entries, but the two-cell selected route matches only one and leaves seven outside its corridor. City maps the known unmatched edges; intake-entry-control-unselected applies until the exact candidate controls above are selected, while an incomplete entry review has its own unresolved blocker. A match does not establish a physical gate. The existing basin-wide capture replay is therefore only a comparison scenario, not proof that this selected route can divert its assumed inflow. The exact candidate sites above still need lawful title, engineered links and gates, modeled capture/bypass, every affected right and physical funding before W3/W4 can progress. See living world design, implementation status, player guide and technical reference.

W2 named current-charter flood exposure, partial: The verified no-release and controlled-release windows now partition their existing depth-based building and wet center/camp connection rates by each named current charter. Candidate and saved-proposal City reviews expose these rows, with distinct changed-building and changed-well counts and a bounded display. A controlled downstream center placed on a genuinely changed basin hex verifies its own row, world-total reconciliation and read purity; standing structures without a named current charter retain pressure in an unattributed bucket. This makes a named party's physical exposure inspectable but cannot establish historical damage, future household water, full affected reach, customary holders, ecological safety, consent or operation. W2–W4 approval blockers remain. See living world design, implementation status, player guide and technical reference.

W3 paid natural-route proposal, partial: The Basin approach village now has a tested sequence from four genuine plot titles to a revision-two noticed intake route. It builds a local lumbermill, receives physically carried timber, tools, logs and bricks, researches the local prerequisite chain and Hydraulic engineering, and returns paid survey and runoff-station teams at hex 1370944. Its source-chartered two-cell natural trace reaches the 15.86-unit candidate basin at 1372993. SELECT_MAJOR_WATERWORKS_INTAKE saves those cells as exact terms, and the new notice and restored save preserve them. The source stages replacement tools before station installation because later registered basin floodwater can block the supply route. Current title, features, buildings and land work remain selection gates, and the older remote fixture remains blocked. The selected trace is a proposed alignment; engineered intake design, complete W2 effects, separate rights and W4 construction/operation remain open. See living world design, implementation status, player guide and technical reference.

W3 other-charter intake holder, partial: An otherwise clear natural route may now be selected when every cell has public title but some belong to another charter. Selection gives that holder no rights away: the exact route enters construction terms, the holder enters the notice, and acknowledgment plus exact construction easement and separate water consent remain its own actions. A controlled title reallocation in the paid Basin fixture proves that inter-community sequence and source consent, leaving engineered design and impact blockers in place. The fixture does not add a player title-transfer path; removing its titled route cell after signature suspends the notice and both permission-coverages. Unchartered ground and protected or paid built/land uses still block selection; NPC/customary claims and full W2–W4 gates remain unresolved. See living world design, implementation status, player guide and technical reference.

W3 small-basin title path, partial: The Basin approach camp now reaches a twelve-person village through actual housing, local food, paid timber/backhaul journeys, a home registrar and a three-day commons project. The developed village learns and staffs its own registry, then surveys and registers the exact three candidate pool cells and one distinct spill receiver in four separate paid actions. The receipts survive restart and add no people or water. This establishes a lawful title path for those four construction cells; it does not select or authorize an intake corridor, resolve other affected land and water rights, complete W2 impacts or build W4 works. The older remote fixture remains unreachable under current releases. See living world design, implementation status, player guide and technical reference.

W3 alternate title path, partial: A newly released Basin approach outpost parcel near a smaller observed basin is reachable by physical expedition from a visible woodland founding choice. The candidate's three pool cells and one distinct spill receiver lie outside the seven-cell camp but match four existing radius-two/three charter-fringe offers. The tested route establishes the camp without taking reservoir ground, develops a local village, then returns four separate surveys and pays four registry receipts for the construction plots. The natural saddle capacity is 15.86 game water units, enough for the smallest exact proposal. This is an alternate scenario site; the older remote test basin still lacks a title path. No basin intake, all-party rights, W2 impact completion or W4 construction has been implemented. See living world design, implementation status, player guide and technical reference.

W3 exact construction-title audit, partial: The source review now enumerates the distinct source, pool and spill-crossing cells, counts current charter holders and unchartered land, and distinguishes ordinary three-hex reach from exact selected fourth-ring works releases. Geometric reach is not an assertion that land is vacant, surveyed or registered. An explicit title blocker is separate from unsigned easements. Current title changes update the read-only audit and the first twelve unchartered hexes have map shortcuts. The tested controlled basin remains inaccessible through current releases; another 52-cell candidate pool demonstrates that a single nearby outpost offer would still leave distant reservoir ground untitled. Design a lawful remote site-right route or find a genuinely reachable smaller basin before W3 ratification. No notice, save, material or water ledger is altered. See living world design, implementation status, player guide and technical reference.

W2/W3 natural pool entries, partial: The candidate pool perimeter now has a bounded natural-routing screen. It finds where deterministic flow first crosses from the complete catchment into the proposed pool and counts current title over distinct edge endpoints. The tested three-cell pool has eight entry edges, with intervening unchartered land beyond the current candidate-cell easements. This improves siting evidence for an eventual controlled intake manifold and makes limits explicit; the edges are not selected or built gates, added notice parties or a license to capture the replayed basin arrivals. Exact intake design, permission and physical operation remain open. See living world design, implementation status, player guide and technical reference.

Original remote-basin land-right limit: At the older controlled fixture, the nearest released founding center is fifteen hexes from the terminal basin, beyond even the conditional radius-four works release; its candidate pool and natural entry endpoints are unchartered. An ordinary source notice cannot supply title to those cells. The separate Basin approach scenario now proves paid title for four smaller candidate construction cells, but neither scenario supplies an engineered intake alignment, all ingress rights or complete affected-party consent. Unknown customary or NPC claims still require separate review.

W2/W3 source-to-basin distinction, partial: A paid source plot is a monitoring location and its natural drainage trace is initially terrain evidence only. A separate explicit command may select that exact trace for one revised proposal after current title and use checks; the selected cells then enter that revision's construction and notice terms. Observation alone never grants the corridor, and a proposed alignment is not an engineered or operated intake. A constructible design, complete affected holders and distinct permissions remain required before W4 work. No water or land moves from selection. See living world design, implementation status, player guide and technical reference.

W3 return briefing on objections, partial: A filed notice and later answer or land/water permission change now leave owner-only Land & water entries for the source and named affected charter. An objection entry includes its actual concern and any requested 25% or 50% opening-storage release or new-arrival bypass. The entry is history, not a signature or current window: live Regional overview and the exact notice screen still decide what action is possible. Changed terms need amendment and fresh notice. This improves absent-owner recovery while full affected-reach ecology, lawful all-party ratification and W4 construction remain open. See living world design, implementation status, player guide and technical reference.

W3 Regional overview notice exceptions, partial: A current source notice now reports outstanding recipient answers, objections, construction-holder coverage and water-consent gaps in the owner's Regional overview. A named recipient sees its reply deadline, then its separate easement and water-consent choices after acknowledgment. Two days before the exact window closes, pending actions become urgent; stale evidence or expiry points the source to amendment and re-notice. This read-only exception never supplies a signature, water, materials or W4 approval. Unknown tenure, full affected reach, ecological review, all-party ratification and staged construction remain open. See living world design, implementation status, player guide and technical reference.

W2 local topsoil recovery, partial: An Agronomy owner may fund a two-day four-worker treatment on measured eroded prepared ground, spending eight compost, four timber and one tool to restore up to twenty missing topsoil quality points. The restored quality can improve later crop yield but does not undo already exported sediment, change water or prevent fresh loss. Version-two topsoil custody separates these paid restorations from natural fallow recovery and migrates old records without a treatment grant. This adds an actual recovery action to bounded terrain erosion; full affected reach, ecology, W3 rights and W4 construction remain open. See living world design, player guide and technical reference.

W2 local armored terrace mitigation, partial: A sound surveyed terrace that has been physically reinforced can fund a separate dressed-stone and brick spillway. After one full recorded interval, only measured terrace retaining-work erosion condition loss is halved, rounded up; failed works lose that protection until paid repair. Historical receipts keep their original damage through version-two erosion migration. No water is captured or rerouted, and prepared-soil/topsoil loss, other works and downstream effects are unchanged. This supplies a local material response to an observed hazard, not comprehensive affected-reach evidence or permission for major works. See living world design, player guide and technical reference.

W2 conditional marsh retention limit, partial: A current named recipient can compare the next-interval local retention limit implied by each branch's projected marsh condition. The shared live rule applies that branch's condition and today's local sediment bed, capping sediment loss at half the branch capacity. City lists today's, natural and noticed limits for owned observed marshes in registered basins. A changed limit is potential future local-water capacity, not a replay of actual retained water, rain, surface transfers or changed basin runoff. Complete coupled ecology and affected reach, W3 rights and W4 construction/operation remain open. See living world design, player guide and technical reference.

W2 recipient wetland condition scenario, partial: An open exact-term reservoir notice now gives the named recipient a private comparison for its own observed, unconverted wetlands in registered basins. Each verified natural and proposed closing waterline drives the live wetland condition rule from today's health and dry streak with today's local retained water fixed. Per-site condition, dry exposure, missing current records, unregistered basins and converted land remain explicit. A controlled case shows prolonged no-release dryness weakening habitat while a release shortens the dry streak. This is conditional current-state ecology, not past habitat reconstruction or a future weather, storage-feedback or complete species forecast; it grants no project authority. The living world design remains the primary design entry point.

W3 separate source water right, partial: The source's lawful authority can now sign or withdraw its own exact-term continuing water use during an open notice. Filing notice does not sign it, and the source cannot sign for a recipient. The water-use blocker clears only with a live source signature plus every named recipient's independent consent; with no named recipients, the source signature is still required. The existing version-nine consent-action schema accepts and validates source actions without migrating old records into signatures. This moves no water or goods. Unknown, customary and NPC users, full affected reach, ecological proof, all-party ratification, construction and W4 operation remain open. See living world design, player guide and technical reference.

W2 elevated storehouse mitigation, partial: Active Masonry now allows a physically supplied, crew-built elevated storehouse. Its sound operational floor offsets the first 0.002 normalized depth of recorded inundation for pooled vulnerable-stock loss at that store; deeper water and damaged structures remain exposed, and the structure still takes normal flood condition damage. City shows the effective current depth. This is local storage mitigation, not a change to basin water, complete impact accounting, permission or construction of a W4 major work. See living world design, gameplay foundations, player guide and technical reference.

W2 current flooded-store exposure, partial: Owner City now lists which standing storage footprints are under registered basin water and calculates the current pooled vulnerable-stock withdrawal if one identical interval followed. Actual flood processing calls the same helper, and adding a dry standing store reduces the modeled exposed share without assigning particular goods to that store. The calculation changes no water or stock and cannot forecast the next depth or unknown reach. This clarifies an existing real flood consequence; complete W2 impact, W3 authority and W4 major works remain open. See living world design, player guide and technical reference. W2/W3 downstream term comparison, partial: A current named recipient can inspect the bounded registered basins intersecting its charter when comparing either alternative release or bypass. City pairs the noticed and alternative summed-arrival and latest-closing changes relative to the same natural recorded window, plus lower-arrival interval counts; truncated basin lists remain explicit. This informs a downstream-flow objection without exposing absolute balances, creating a new notice, proving ecological sufficiency or granting water. Complete affected reach, W3 all-party rights and W4 works remain open. See living world design, player guide and technical reference. W2/W3 recipient alternative-release evidence, partial: A named recipient of a current open notice can compare its noticed 25% or 50% release of opening stored water with the other supported rate under the same capacity, environmental bypass and recorded forcing. The City card compares only that community’s wells, current buildings, charter land and surveyed fish effects, including per-bed flow and supported conditional reserve. A failed replay has an explicit reason; closed and legacy no-release notices have no alternative claim. The preview informs a downstream-flow objection but changes neither exact terms nor consent. Complete W2 ecology, W3 all-party rights and W4 works remain open. See living world design, player guide and technical reference.

W2/W3 recipient alternative-bypass evidence, partial: A named recipient of a current open notice can compare the noticed environmental bypass with the other 25% or 50% rule under the same capacity, opening-storage release and recorded forcing. Its City card shows only its own operational well, building, charter-land and surveyed coastal fish effects, with per-bed flow and conditional no-harvest reserve where verified. A failed replay yields a reason; an expired or superseded notice gets no new alternative claim. This informs an objection without changing the exact notice, proving all ecology or permitting construction. See living world design, player guide and technical reference.

W3 environmental-bypass counterrequest, partial: A named human recipient can request the other supported 25% or 50% new-arrival bypass through a downstream-flow objection on the exact current notice. This is separate from requesting a different release of opening stored water; one response may request only one alternative. The source sees the request, can compare bypass scenarios and amend, but must re-notice the new terms and obtain fresh acknowledgment and consent. The version-nine ledger migrates older answers to a null bypass request and validates scope, custody and rate. Requests are evidence, not automatic terms or rights. Full affected-reach and ecological evidence, lawful all-party consent and W4 work remain open. See living world design, player guide and technical reference.

W2/W3 selectable environmental bypass, partial: A source can propose a minimum bypass of 25% or 50% of new basin arrivals, independent of its 25% or 50% release of opening stored water. Source City previews each capacity and bypass with the matching exact measured bound and verified replay, while drafts, notices, recipient evidence and consent use the frozen percentage. Amendment requires a fresh notice and consent; old 25% records remain valid and forged or unsupported rates are rejected. This is a bounded flow alternative under recorded forcing, not proof of ecological sufficiency, complete rights or physical operation. The fixed 25% local drainage-channel bypass is separate. See living world design, player guide and technical reference.

W3 candidate-holder notice union, partial: An exact notice now freezes current public holders found by connected and coastal screening, candidate storage-waterline claims and verified natural-versus-release changed land. The source sees that union before filing, with each capacity variant reviewed separately. Current party IDs and owners are rederived before later recipient answers and new land/water grants; a changed set suspends the notice and requires amendment. Older snapshots remain historical. A failed or missing exact replay does not fabricate changed-land holders. Unassigned/customary land, unmodeled affected reaches, full ecological evidence and lawful all-party ratification still prevent W4 construction. See living world design, player guide and technical reference.

W2 candidate sediment custody, partial: Verified runoff and basin-transfer water legs now expose captured amounts to a separate proposed sediment replay. Each leg traps the integer proportional share of its carried sediment; the rest deposits or follows later candidate routes. Per-interval mass checks balance opening bed, incoming basin sources, closing bed, exits and trapped mass. City shows total trapped mass, changed source bed and ocean exports only for complete exact journeys. Later releases retain trapped sediment in the candidate reservoir but may move sediment left in basin beds. Old migrated windows make no trap claim, and live ledgers remain unchanged. Sediment chemistry, future erosion, full reach and ecology, W3 consent and W4 operation remain open. See living world design, player guide and technical reference.

W2 finite coastal fish-reserve comparison, partial: Where complete recorded flow and sediment begin at a verified connected fish bed, the recipient notice now compares capacity-capped no-harvest replenishment from its current projected stock. Each observed interval recovers fish at the prior habitat condition before the live condition transition; the scenario reports recovered and closing fish for natural and proposed routes. A nearly full bed cannot gain beyond capacity. This quantifies a bounded livelihood exposure without claiming future fishing, actual catch, unmodeled coastal ecology or authority to construct. See living world design, player guide and technical reference.

W2 fish-bed observation boundary, partial: A recipient's recorded-window low-flow, sediment and condition comparison now starts only when a complete natural interval first carries positive nearby water to that fish bed. Earlier zero-flow ticks are identified as unobserved rather than counted as drought, even if a later crossing establishes the present connection. City shows the first verified tick and omitted earlier count; an entirely unobserved bed gets no condition scenario. This improves a bounded public impact review without establishing older reach, future ecology, rights or W4 operation. See living world design, player guide and technical reference.

W2 route-coupled sediment evidence, partial: The version-two sediment ledger now retains exact source and ordered crossing mass for twenty intervals, validated against water support and conserved node receipts. Natural reservoir replay uses each interval's opening bed and reproduces both water and sediment routes. For a completely recorded window, proposed retention or release changes sediment crossings and the following interval's bed; each branch's closing bed sets waterline exposure. Older version-one journeys migrate as unknown, keeping verified water comparison on the recorded natural bed path. Incoming soil remains fixed and a bounded proportional reservoir sediment trap is modeled; later source erosion and long-term ecology remain unmodeled. Full flood/ecology outcomes and W2 approval remain open. See living world design, player guide and technical reference.

W2 coastal fish-bed discharge review, partial: The verified natural/proposed reservoir replay identifies modeled basin-to-ocean water reaching recipient-owned surveyed fish beds through the live connected-ocean rule. Incoming City notices show basin discharge, lower-basin-flow intervals and the largest reduction under exact retention/release terms. Complete water-source intervals add unchanged direct ocean runoff and count low-flow triggers below one water unit; complete sediment-journey windows also compare nearby natural/proposed load and the live turbidity trigger. Older intervals retain known basin water evidence while source flow or sediment stays unknown. Foreign beds remain private and source state is untouched. A complete connected window can replay the live habitat-condition rule from present condition without forecasting future stock or catch. Ecology and operation blockers remain. See living world design, player guide and technical reference.

W2/W3 coastal fish-bed holder attribution, partial: The exact natural/proposed replay now counts surveyed ocean fish beds where modeled basin discharge changes during the retained window and names their current charter holders in public review. Each named holder gets a distinct exact-notice reason; an unchartered or unknown stock holder remains visibly unresolved. City omits public bed coordinates, reserves and habitat condition and directs each recipient to its private flow comparison. A complete recorded sediment journey now adds a separate holder count and exact notice reason for changed modeled basin sediment, including sediment-only effects; incomplete journeys make no claim. Unregistered beds, broader ecology, rights and physical operation remain open. See living world design, player guide and technical reference.

W2 marsh-forage exposure, partial: A recipient's current healthy marsh sites in registered basins now have a natural-versus-noticed waterline comparison across each exactly verified route interval. The live two-site limit and per-site 40 food capacity/eight daily regrowth make a bounded livelihood effect legible in City. Unregistered sites are omitted explicitly, and present habitat condition is held fixed; no actual harvest, future ecological trajectory, coastal or downstream food-web effect is inferred. This adds a concrete W2 input to public review without clearing ecology or authorization blockers. See living world design, player guide and technical reference.

W3 filing-time impact replay custody, partial: Version-seventeen notices now state whether a verified natural/proposed recorded-window impact replay existed when filed. A later exact-replay failure suspends a notice that had that evidence, independently of unchanged public parties or reason codes. Preliminary notices remain available and are labeled without impact proof; older saves migrate to an unknown marker, not invented verification. This prevents a verified notice from silently outliving its own exact evidence while complete W2 reach, ecology, all-party rights, hydraulic engineering and W4 works remain open. See living world design, player guide and technical reference.

W3 current notice evidence and parties, partial: The active reservoir notice now compares its pinned returned report and frozen party ID/owner list with the current bounded source review. New source fieldwork or a changed affected-community/holder set suspends answers and grants, removes existing grants from live signature coverage and tells both sides to amend and file again. Withdrawals remain available and the historical record remains intact. This keeps the known party snapshot current; it cannot discover unmodelled reaches, establish every right or ratify construction. See the living world design, player guide and technical reference.

W3 bounded notice window, partial: A new exact major-reservoir notice opens for fourteen source village days, matching the existing charter-survey freshness scale. Named recipients must answer and grant any separate construction easement or water consent before the deadline. Once closed, old grants remain recorded and withdrawable but no longer clear current source signature blockers. The source must amend and re-file; version-seven notices migrate as closed history without retroactive permission. City shows the date and expired blocker. This provisional review period does not complete affected-party ratification or approve a build. See the living world design, player guide and technical reference.

W3 current-signature feedback, partial: The source's exact current reservoir proposal now clears its construction-easement blocker only when the candidate cells have complete current charter coverage, and its water-use blocker only when the source and every named recipient have separately consented to the stated release rule. A partial signature, withdrawal or amendment restores the relevant blocker. Other unresolved reach, rights and impact blockers remain; this feedback is not ratification or W4 construction. See living world design, player guide and technical reference.

W3 exact-release counterrequest, partial: A named recipient may object to downstream flow and request the other supported 25% or 50% opening-storage release rate on that current notice. A flood-exposure objection to an exact 50% notice may instead request 25%. Both communities see the request on the frozen revision. The source may compare scenarios and amend, but a new notice, recipient answer and separate water consent remain necessary; the counterrequest itself moves no water and grants no right. An older no-release notice remains closed history until the source amends and re-files. Version-seven migration preserves older responses with no invented requested rate. The provisional fourteen-village-day notice window is now implemented; this interaction does not complete all-party W3 ratification or W4 construction. See the living world design.

W2/W3 alternative release terms, partial: An exact reservoir draft can propose release of 25% or 50% of opening stored water per interval; the selected 25% or 50% bypass of newly arriving water remains separate. Source City compares both choices using the verified recorded window at the selected capacity. A source can answer a downstream-flow objection by amending to a different rate, but the earlier notice, reply and any consent become historical and a named recipient must review and consent to the new exact terms. Version-five 25% saves remain valid; unsupported rates fail command and restore validation. This changes hypothetical timing and storage, not actual water, complete downstream effects, all-party rights or W4 construction. See the living world design.

W3 stated objection grounds, partial: A named human recipient can object to a current exact notice with a recorded downstream-flow, flood-exposure, existing-land-use or evidence-gap ground. Both communities see the concern on that notice; an amendment preserves it as superseded history and requires new review. Version-six migration leaves earlier objection grounds unrecorded instead of assigning a reason. This makes the public response actionable for negotiation, but does not by itself block or approve construction, sign rights, identify every affected holder or complete W3 ratification. See the living world design.

W2/W3 recipient basin-flow differences, partial: A named current-notice recipient now sees signed changes from natural arrivals and last-tick closing water, plus reduced-arrival tick count and the largest timed reduction/increase for registered basin catchments intersecting its charter under the exact noticed terms. The list is changed-first, capped at sixteen with an omitted count; it never publishes absolute foreign basin balances or adds separate basin flows into a fictional supply. Controlled and paid tests cover the finite branch difference, charter scope and privacy. Unregistered reaches, downstream uses, complete ecology, rights, funding and W4 operation remain unresolved. See the living world design.

W2 conditional building-condition effect, partial: The verified recorded natural and proposed reservoir branches now apply the live flood-depth damage rate to separate copies of the viewing community's standing building condition. The comparison caps loss at zero and counts current buildings that would reach ruin without repairs or other hazards; City shows totals and per-tick loss next to the uncapped rate pressure. A controlled test checks that a fragile building loses its last two points in two ticks and cannot lose a third. This provides a tangible conditional flood outcome but does not reconstruct historical structures, forecast future weather, alter the world or settle complete impacts, rights and operation. See the living world design.

W2/W3 named-recipient land, well and building review, partial: A current exact public notice now includes a private-to-recipient comparison of that community's changed charter land, operational well-connection exposure and conditional building loss under verified recorded natural water and its proposed retention/release rule. City shows wet connection-intervals, distinct changed current connections, exact own changed hexes with bounded map links, and ticks, or an explicit replay-unavailable reason. Legacy no-release notices keep their narrower terms; superseded notices do not acquire current impact claims. This informs an affected community before acknowledgment and separate land/water signatures, but does not prove future delivery, complete reach, all-party rights or W4 authority. See the living world design.

W2 current well-connection exposure, partial: On each exactly replayed recorded interval, natural, no-release and fixed-release closing basin levels are compared against today's operational village-center and outpost-camp well footprints. City counts wet connection-intervals, changed current connections and per-tick exposure. A controlled basin test shows retention drying a current well connection and later releases covering it again. This improves review of a concrete public service but does not replay historical household water or alternative conduits, promise future supply, settle all effects or authorize W3/W4 work. See the living world design.

W3 exact-term water consent, partial: A named human recipient may acknowledge a current notice, then separately grant or withdraw communal consent to that revision's selected capacity, selected 25% or 50% minimum source-arrival bypass and chosen release of 25% or 50% of opening stored water per interval, rounded up. It does not grant a construction easement. The bounded consent ledger retains dated actions across character succession and invalidates them for a new revision. Version-five drafts and notices include the release rule; migrated version-four notices and signatures retain capacity-and-bypass scope until explicit amendment and fresh notice. City reports named recipients signed or awaiting; source authority cannot sign for an NPC or another player. A signed release rule is not live operation or a complete water-use right. Unknown recipients, full W2 flood/ecology evidence, W3 all-party permission, funding and W4 physical construction and useful service remain open; water-use-rights-unsigned still blocks approval. See the living world design.

W2 candidate land-waterline effect, partial: The verified retained-window natural branch now supplies an end-of-tick land inundation reference for both proposed no-release and controlled-release scenarios. Current generated bed heights and sediment displacement yield exact newly wet or dry registered-catchment hexes per tick, with bounded map links and explicit omitted-display count. A controlled basin case shows retention drying two cells and later release restoring their modelled inundation. This is stronger flood-footprint evidence, not proof of historical damage or future protection. Complete reach, ecological and community effects, W3 rights and W4 actual works remain open. See the living world design.

The land-waterline change sets additionally identify current named charter holders, unassigned ground and aggregate structure, improved-plot and active land-project intersections. Today's standing structures also receive a read-only comparison of the existing depth-based flood-damage rate at each recorded tick, summed as potential rate points and exposed structure-intervals. Those uncapped rate totals do not use condition; the separate viewing-community scenario above applies finite condition and ruin without repairs. Neither infers that today's structures existed during the recorded weather. These uses need party review; the screen does not transfer rights, calculate actual damage or replace W3 consent.

W2 recorded-window controlled release, partial: City compares hypothetical 25%- or 50%-of-opening-storage release requests with the verified no-release store. An unselected outlet retains the older source-basin discharge scenario; selecting an exact corridor limits release by optimistic receiver head and places only that hypothetical water in the separate receiving basin before ordinary losses and reciprocal/ocean routing. Subsequent arrivals can refill capacity under the selected 25% or 50% bypass. Per-tick requested, released and unmet water, stored volume, source exits and net route changes show a tradeoff under known wet/dry forcing without editing the world. The natural branch still must reproduce every retained recorded balance and exact route. These are illustrative operating rules, not a future-weather, downstream flood/ecology or usable irrigation guarantee. Full reach/effects, all-party W3 rights and W4 paid construction, service and recovery remain open. See the living world design.

W2 verified retained-window comparison, partial: A monitored source can now compare an empty proposed retention store with natural service across up to twenty recorded water intervals. Every unchanged interval must reproduce the conserved registered basin balances and exact route receipts before its proposed branch is shown. Selected capacity persists between ticks, at least 25% of each interval's source arrivals bypasses, and City shows held volume, source exits, affected basin IDs and net changed crossings. Older saves begin after the exact-route migration checkpoint. This provides temporal, conserved project evidence but no engineered release or use, future weather, complete reach, ecology, W3 permission or W4 construction/operation. See the living world design.

W2 verified one-interval comparison, partial: A read-only source review now reproduces the latest registered natural basin interval, including its exact route receipts, before branching a capacity-limited proposed intake with at least the selected 25% or 50% source-arrival bypass. The branch conserves water through the existing bounded natural basin physics and shows changed receiving-basin or boundary-crossing amounts; mismatch with the real interval withholds the comparison. This is a concrete engineered-versus-natural single recorded forcing test. It has no reservoir release, irrigation delivery, future storm/drought sequence, comprehensive reach or ecology and therefore cannot clear W2 impact review, W3 rights/funding or W4 operation. See the living world design.

W2 recorded source exits, partial: A paid monitored source-basin proposal now displays actual cumulative transfers to registered receiving basins and exact ocean/unresolved export crossings, with old unlocated export totals separately marked. This is conserved evidence of where source water crossed the bounded model, displayed beside but not merged with the recent hypothetical retention bound. The cumulative listing alone does not apportion proposed flow. The verified replay branches above compare changed crossings under recorded forcing but cannot complete the affected reach, prove habitat/flood outcomes, grant W3 rights or start W4 construction. See the living world design.

W2 recent exact route timing, partial: Version-three basin custody now retains up to twenty per-tick directed transfers and exact export crossings. Old version-one/two saves checkpoint at migration, preserving cumulative totals without manufacturing earlier route rows. Restore compares every retained row with the matching conserved node balance. City shows the selected source's tick-by-tick destinations separately from both lifetime totals and the hypothetical reservoir bound. A true natural-versus-engineered release and ecological/irrigation comparison remains required before W3 approval. See the living world design.

W2/W3 paid source-plot comparison, partial: For an owner with installed runoff stations, City compares at most sixteen current charter plots, selected plot first. A returned paid report and usable candidate geometry produce an allowed capacity, shared basin ID, land count, built/land-work conflicts and unresolved blockers; an unpublished or unsuitable site shows the reason. The map link opens another source hex for ordinary review. A second paid station in the same basin provides independent observation provenance, not new water. This is a read-only other-plot choice under the existing bounded evidence, not a full engineered-versus-natural outcome comparison, water right, construction approval or operating rule. See the living world design.

W2/W3 paid land-work screen, partial: Exact candidate construction cells now identify existing prepared soil, irrigation, headworks, terraces, drainage and roads, plus active land projects whose site or outlet intersects them. A survey alone creates no conflict. A paid small-irrigation job at a real candidate spill crossing is visible while active and after completion as channels; retirement removes only that land-work conflict, not the standing food plot on the same cell. Current source and recipient City views name affected holders and uses, and candidate-land-works-unresolved blocks approval independently of easements and structure conflicts. The screen neither changes nor funds work and does not settle displacement, compensation, rights or W4 operation. See the living world design.

W2/W3 capacity and construction-site screen, partial: Each selectable reservoir capacity is screened against the immutable dry-bed basin storage curve. City shows land cells below the selected waterline, feature cells, current public charter intersections, unassigned screened land and any cells outside the candidate construction footprint. The screen also compares that capacity geometry with actual current basin-exposure land inundation, separating screened land dry now from currently wet land above the selected capacity line. Exact source, pool and spill-crossing construction cells are checked against uncleared standing, ruined and unfinished structure footprints; a conflict names its current built use and holder and blocks approval separately from land easements. A paid candidate identifies an operational food plot at a spill crossing. A capacity-footprint mismatch is another explicit blocker. The read-only screen is available on each frozen notice revision against current water and built sites, with each recipient's current charter intersection; it does not forecast construction-caused flooding, downstream release or ecological response. Complete W2 impacts and W3 consent remain open. See the living world design.

W2 measured retention bound and observed reference, partial: A major-reservoir candidate applies its selected capacity and proposed 25% or 50% bypass to the last twenty actually recorded source-basin inflow intervals. Its read-only rows conserve opening held water plus recorded arrival against closing held water plus passed water, filling no more than capacity and showing a no-evidence state when no interval exists. Beside the candidate bound, the same rows report the observed natural-basin balance with actual starting water, registered receiving-basin transfers, ocean/unresolved exits, evaporation, infiltration and ending water. The candidate calculation assumes an empty reservoir with no releases or losses; observed exits are a current-service reference, not an engineered effect estimate. This does not compare full natural-pool and engineered scenarios, prove a downstream benefit or remove the impact-model blocker. See the living world design.

W3 candidate-cell easement, partial: A named lawful human recipient may separately grant every listed candidate construction cell now in its charter after acknowledging the current exact notice. It may withdraw later and regrant only during an open notice window; material amendment makes its old grant historical. The source cannot sign for another community or NPC. The version-three ledger migrates older notices without invented signatures, keeps bounded actions and rechecks current charter coverage. Land without a charter, a future intake corridor, downstream water-use rights and complete impact evidence still prevent approval or construction. See the living world design.

W3 public notice, partial: A lawful source can file a notice for the exact current reservoir-draft revision. The record freezes that revision's terms and paid survey with identified inland/coastal public communities, including NPC holders; one named human recipient may acknowledge or object once with a stated ground. Amending terms keeps old notices and responses as visible superseded history and requires a new notice. Version-one drafts migrate without a fictitious notice. City shows outgoing/incoming review and the still-open reach, tenure, feature, ecological and legal blockers. Acknowledgment by itself is not an easement or water-use signature, and NPC rights cannot be signed by the source. No water, land or materials move. Complete W2 impacts, binding all-party W3 permissions, funding and W4 operation remain open. See the living world design.

W3 exact draft, partial: An owner with lawful public authority, active Hydraulic engineering, a returned watershed report and an installed runoff station can record a versioned major-reservoir draft for a candidate basin. Terms name the source, terminal, exact candidate footprint and spill crossings, proposed ten/twenty-five/fifty-unit capacity no greater than the generated saddle volume, and a 25% proposed environmental bypass. One active draft per community can be amended or withdrawn; an older source report remains pinned after a later survey. City shows current possible communities and explicit unassigned, feature, downstream, coastal, easement, water-use and impact-model blockers. Drafting alone makes no water or material transfer and grants no notice, signature, funding or operation; public notice is a separate action above. W2 full affected reach, W3 ratification and W4 useful works remain open. See the living world design.

W2 coastal sediment and food consequence, partial: A nearby finite ocean fish stock now reads accounted sediment from the same basin spill or direct surface source as its water discharge. At least ten mass units and a load of one per 2,000 water subunits turn a wet interval into a ten-point shoal-condition loss rather than a five-point gain; the changed condition scales only future natural fish recovery. Version-one habitat records migrate with zero historic sediment. City and forecast show the last load, and a conserved lake-spill test checks the actual crossing, fish effect and restored state. Distant coasts, other aquatic species, complete sediment reach, W3 rights and W4 major operation remain open. See the living world design.

W2 basin sediment and level consequence, partial: Newly accounted surface soil exports now enter the basin-water source that received their water, then settle or follow the same recorded basin transfers and spill crossings. Sediment mass is conserved separately from water. Retained bed displaces up to 50 game water units in the basin level model on following intervals, so a pool can spill or flood higher without a water grant. Historical surface exports migrate as offsets, not retroactive deposits; City and forecasts show the owned basin balance. Controlled reciprocal, ocean and clean-basin comparisons plus paid-field replay verify the local effect. Unregistered sources, full coastal/aquatic ecology, complete reach and W3/W4 remain open. See the living world design.

W2 registered sediment consequence, partial: Each measured prepared-topsoil quality point lost now supplies 100 abstract sediment-mass units to the same interval's recorded surface edges. Flow capacity and wetland settling bound transfers; retained bed can remobilize, while missing receivers receive an explicit boundary export that is never recovered. A natural wetland's deposit reduces its next-interval retained-water limit by at most half, affecting later conserved runoff. A versioned ledger, City/forecast evidence and controlled plus paid-station replay verify the local effect. Complete sediment reach, unregistered sources, full affected reaches, aquatic species and major-project rights/operation remain open. See the living world design.

W2 cultivated topsoil consequence, partial: Actual measured runoff on surveyed prepared farmland now reduces a separate 0–100 topsoil quality when discharge and downhill fall exceed thresholds. Sound terraces or fallow halve loss; a low-flow fallow day slowly restores it. Crop production and project/forecast yields include a 0.2-percentage-point penalty for each lost quality point, and City Land & water shows receipts. Paid soil repairs do not erase this terrain penalty. Newly lost quality supplies the separate bounded sediment ledger above; generated elevation, complete affected reaches, rights and major construction remain unchanged or open. See the living world design.

W2 direct flood injury, partial: Recorded water covering an otherwise usable home now produces a separate community-health loss for residents still without dry housing or an actually supplied refuge at the next household check. The deepest flooded home sets one to five depth steps, capped at five, multiplied by the exposed resident share. The loss occurs after ordinary food, water, shelter and service effects and respects the 20-health floor. City People shows the actual exposure and loss; dry recovery stops new injury. Old village saves migrate with no past injury. This is an operational population consequence for future flood-control comparisons, but not named wounds, death, complete basin reach, project permissions or major construction. See the living world design.

W2 coastal fish discharge consequence, partial: Finite fish recovery now responds to a nearby accounted basin-to-ocean crossing or direct ocean-bound runoff source. A real interval export of at least one game water unit raises the stock's shoal condition by five unless its accounted sediment load meets the turbid threshold above; an observed dry connection lowers it by ten. Both receipt types partition conserved water and sediment. The prior rate pays the elapsed interval, and the new condition scales recovery only from then onward. The City fish-source card and forecast display the current rate, last flow and last sediment. Unmonitored or distant coasts keep their baseline instead of being assumed dry; other species, full reach and water rights are still unresolved. Conserved lake-spill and direct-source tests verify neutral migration and restored replay. See the living world design.

W2 living-marsh food consequence, partial: Current wetland condition now affects the village's finite emergency-gathering pool. Up to two unoccupied, unconverted charter marsh cells with a wet observation and condition of at least 50 contribute forty capacity and eight daily regrowth each; a dry, converted, unobserved or basin-flooded cell contributes none. Actual assigned workers gather at the normal five-food-per-worker limit, then households use that food before any surplus enters storage. A paid monitored marsh-village test verifies gathering and offline custody. This is a local ecological food effect, not aquatic species coverage, a water allocation or major-project authority. See the living world design.

W2 nearby coastal parties, partial: Natural and paid-channel routes that reach the ocean now seed a public screening of connected sea hexes within four steps of the known exit, at most 256 ocean cells in one review. Current charters on those cells or neighboring shore appear as possible claimants in City Land & water. The open ocean never becomes a complete impact envelope; distant users, transport, habitat and actual permissions remain unknown. This is read-only evidence with no water or rights change. See the living world design.

W2 vulnerable-stock flood consequence, partial: At a recorded water boundary, a standing flooded commons, outpost depot or storehouse removes a capacity-weighted share of the community’s pooled prepared food, grain, flour, feed, fresh fish, preserved fish, flax, yarn, cloth, garments, saplings, logs, timber and charcoal. Each wet storage footprint applies its own effective-depth rate from five to 25 percent to its capacity share, with whole-unit loss rounded down per good. Warehouse history records each withdrawal; a separate versioned flood ledger retains bounded receipts and neutral old-save migration. Dated fish loses its oldest batches first. Dry remaining stores and later production continue normally. City Land & water explains the actual loss. Controlled and paid-station tests cover capacity split, migration, material and dated-fish custody, restart and offline replay. Stone, metal and tools remain outside this stock rule; named-person wounds and complete affected reaches remain open; the effect alone grants no major flood-control right. See the living world design.

W2 connected channel recipients, partial: A returned review of installed drainage crossings now includes complete non-ocean recipient catchments omitted from the original eight-basin natural pass and follows their bounded higher outlets and reciprocal backwater connections. Up to 8,192 supplemental catchment/network cells, sixteen additional basins and 128 directed crossings can extend the possible-public-party and natural-feature scan; another installed channel discovered on those cells is followed within the sixteen-channel route limit. City lists supplemental links and open frontiers. Incomplete or over-budget reaches and ocean users stay unresolved; this neither proves current water transfer nor grants legal consent. The local natural bypass remains visible before pending receivers enter the ledger. Controlled tests cover upstream and wider-connected claimants, chained channels, oversized limits, pure reads and pending display. See the living world design.

W2 local well-access consequence, partial: Recorded basin water on an operational village center or outpost camp footprint makes its surveyed well and paid headworks temporarily unavailable. Existing household, livestock and irrigation allocation then sees zero local delivery; the already implemented signed conduit also stops at a flooded endpoint. The next household day applies ordinary water-need, health and migration rules. City Land & water identifies a flooded well connection, and dry usable access returns without inventing water. Controlled center and conduit tests cover both endpoint loss and recovery. This does not prove basin-wide exposure, contamination, named-person wounds, other material damage or approval for major intake and storage. See the living world design.

W2 resident shelter consequence, partial: Recorded inundation temporarily removes permanent housing capacity from affected building footprints and stops a flooded staffed refuge from providing paid nightly places. Existing household needs, health and migration checks respond at their normal daily boundary; recovery requires dry, otherwise usable structures. City and Regional show the changed housing and the refuge reason. Controlled funded tests cover center and refuge capacity, firewood custody and recession. Broader stored-material damage, named-person wounds/death, complete affected reaches and a demonstrated major-project flood benefit remain open. See the living world design.

W2 existing-channel recipient evidence, partial: The returned-report connection review now follows up to sixteen installed drainage-channel crossings away from their natural downhill edge. Bounded receiving traces add possible public community claimants; omitted recipient basins, incomplete paths and channels beyond the limit remain explicit. This is a read-only inventory of potential engineered reach, including channels that may currently be worn, not a present-flow forecast or a complete impact envelope. Foreign live condition, stations, inventories and reports remain private. Complete engineered recipients, full source coverage, ecology and project-specific permissions still block major work. See the living world design.

W2 field-access consequence, partial: Existing two-person watershed survey and runoff-station teams now reject a known flooded charter route before funding. A paid team waits before a flooded next hex and continues consuming carried meals. Floodwater at the observation check prevents the report and station; unused materials return with the team. A wet homeward route delays publication of completed findings until actual return. Controlled exposure tests cover custody, refusal, recovery and restore; recorded water beyond monitored basins and continuous within-day site exposure remain unresolved. These observations still grant neither water nor major-project consent. See the living world design.

W2 minor-conduit flood consequence, partial: Recorded inundation anywhere on an accepted shared-well route blocks new paid construction, repair or removal and holds an active crew's earned work and material custody until recession. A commissioned buried conduit still transfers across a flooded interior, but delivery stops if either well connection floods. City names the quote, crew or delivery blocker. Controlled exposure tests cover payment, pause, recovery and conserved transfers; generated basin floodwater is separately verified by paid-station scenarios. This does not establish major-project intake, storage, comprehensive affected reaches or water rights. See the living world design.

W2 institution consequence, partial: Recorded inundation now interrupts supporting knowledge institutions as well as producers and site work. Flooded buildings cannot enable new research/adoption; existing services reconcile at a water boundary, while funded academy, scriptorium and named training projects hold paid work and supplies for a reviewed dry-site resume. City and Regional views name the interruption. This increases the stakes of a future flood-control project but does not authorize it; complete affected reaches, ecology and water rights remain open. See the living world design.

W2 industrial flood consequence, partial: A recorded inundated footprint now pauses any producer's recipe, including workshops and extraction, not only fields and nurseries. Due batches skip inputs and output without banking missed cycles; City names the blocker. A staffed lumbermill test checks recovery and restore. Broader stored-material damage, named-person wounds, comprehensive affected reaches and physical major works remain open. See the living world design.

W2 local bypass, partial: Sound completed drainage now retains at least one quarter of recorded interval discharge on the natural downhill edge when its paid outlet differs. The rest reaches the channel. Both missing receivers enter empty at the next boundary; each edge has its own conserved receipt, and City shows both routes. This is a fixed local prerequisite for major works, not an approved basin intake or proof of species-specific environmental flow. Unregistered sources, complete affected reaches and downstream rights remain open. See the living world design.

W2 travel consequence, partial: Recorded basin exposure blocks new charter caravan, bilateral-trade and owned-outpost walking quotes, pauses an accepted party before entering a flooded next hex, and permits a bounded dry scouting detour for caravans. Local patrols, corridor guards, field-supply teams, owned and allied tower watches, professional relief campaigns and moving escorts now apply recorded-water route checks. Paid people and goods stay at their last dry hex while ordinary provisions continue; flooded guard or tower posts stop protection and a flooded relief camp prevents contact. A flooded founder camp is abandoned before activation. City and Regional journey reasons expose the interruption. Controlled route-exposure tests cover payment, pause, recession, restore and replay; an end-to-end paid-station test also floods a real woodland corridor and holds, restores and recalls a bilateral delivery. Other travel modes, unknown downstream reaches, water rights and major-project approval remain open. The living world design remains the primary design entry point.

Current natural-flow coverage: Registered source runoff now admits its missing natural downhill neighbor empty at the next four-hour boundary. Subsequent downstream hops occur on later boundaries, at most 64 new receivers per interval; sound paid channels take admission priority. Receivers add no local rain until separately enrolled, and earlier boundary exports are never recovered. The owner can inspect source-edge transfer and receiver admission in Land & water → Downhill flow coverage. This improves W2 physical-reach evidence but leaves unregistered sources, ocean users, complete engineered effects and rights unresolved. See the living world design for the current rule.

Historical foundation status, September 23, 2026: terrain drainage geometry, paid field surveys and passive runoff stations with a shared conserved surface ledger implemented. W2 is partial: bounded complete catchment/flat/lake outlines and candidate spill/receiving geometry are now available. A separate conserved ledger now models basin/lake storage, reciprocal spill and higher outlets with migration checkpoints. Installed stations enroll complete traced basin rainfall once; old stations enroll empty new cells at their next water boundary. Unregistered receiving basins retain partial inflow. Recorded basin inundation now interrupts cultivation and paid site work. Standing buildings now also receive depth-based condition damage with paid repair/rebuild recovery. Water-dependent woodland health/cover now affects finite foraging and nursery seed availability. Completed sound local channels now route discharge into registered reserved wetlands, with durable edge custody and fixed-catchment imports/exports. Absent reserved receivers now join empty without local rain at the next water boundary; later rainfall enrollment is separately timed and conserves prior water. Unregistered source runoff remains unresolved. Wetland condition now couples drought/conversion/recovery to conserved retention; failed upkeep does not restore habitat. A bounded wider natural-connection review now follows higher outlets and reciprocal catchments to identify possible affected communities, with explicit omitted basins and coastal users. Comprehensive inflow/affected-reach coverage, engineered project effects, broader species-specific aquatic ecology, complete source/coastal sediment reach and broader erosion, broader damage effects and project permissions remain open. The later outlet construction and one-pulse consent path at the top of this document extend this foundation. Full reservoir intake/containment and continuing major-diversion agreements remain unimplemented. This specification develops the explicit M8 waterworks requirement in the gameplay foundations plan. The living world design remains the primary entry point.

Intended playable outcome

A regional community identifies a genuine water-management need, surveys a catchment, compares a retention project with continued local irrigation or imported supplies, obtains every required permission, and funds physical construction and maintenance. Completed works must change a conserved water balance and a real downstream outcome. A finished asset, cosmetic river or increased well counter alone does not satisfy this requirement.

The first major project should be an off-channel retention basin with controlled intake, spill and release, serving a named irrigation or flood-management purpose. It must retain an environmental bypass and account for downstream users. Major river rerouting remains a later extension, as specified in the foundations plan. Exact capacity, costs and crew size need working flow and ecology evidence before adoption. The provisional fourteen-village-day notice period is implemented, while complete public ratification remains open.

Delivered foundation: geometry and fieldwork

watersheds.js derives version-one potential drainage from immutable generated elevations. Each land cell chooses the lowest strictly lower adjacent cell, breaking ties by cell ID. Lakes and oceans terminate the trace; a land cell without a strictly lower neighbor is a closed basin. This describes a possible surface drainage path, not an observed river, precipitation, groundwater or measured discharge. Flats and depressions are not silently breached.

A survey records at most 256 upstream cells draining through the observation point and 120 downstream edges. Exceeding either bound explicitly marks that extent incomplete. A lake or ocean endpoint does not establish the full set of users of that water body. These bounds constrain computation; they do not make omitted territory safe to affect. The separate basin topology review now extends generated evidence to bounded complete terminal catchments, connected flats/lake outlines and all lowest candidate saddles with receiving traces. Larger or incomplete extents, coupled water-body levels/storage/transfers and complete downstream impacts still need further modelling before works can be authorized.

The hydraulic engineer can fund two actual surveyors from an owned community. They walk only inside its existing charter to the selected observation plot, observe for a full village day, then return. Upfront materials are two timber and one tool, consumed only on completed observation. Meals are ceil(4E/12)+6 for E walking edges: a round trip, one observation day and two days of contingency. Surveyors remain assigned until physical return and unused-supply unloading. Reports are published on arrival, never remotely after observation.

Field findings retain the observation time, natural and effective wetland counts, mean tree cover and generated feature cells. The report separately lists communities currently intersecting the traced cells using public names and identifiers. Historic environmental observations are not refreshed by opening a panel. Current tenure is not a signature or an exhaustive rights registry. None of these findings create water, mineral deposits, usable land or an easement.

Recall before completed observation returns unused materials and meals physically. Service loss, fire at the observation plot or low return meals interrupts work. Fire can block either travel direction while paid meals continue. Full home storage holds the team and remaining supplies; an already returned report is published only once. Saved reports are versioned and independently validated against generated geometry. Each plot retains its latest report, with installed station receipts additionally pinned and at most twenty other completed/cancelled receipts.

Delivered basin topology review

For the selected returned survey, a read-only version-one analysis joins equal-height land into components, routes a flat to its lowest lower outlet, and joins adjacent lake cells into a terminal water body. It reverses component outlets to enumerate the whole terminal catchment, with explicit bounds. Only a complete catchment yields a minimum boundary saddle. Every equally low crossing is retained, up to the explicit spill-branch bound, and the receiving route names the next terminal basin or open ocean. Connected land below the saddle inside the basin is a potential retention footprint, not a flood forecast, constructed capacity or a water-volume source.

The analysis supports 4,096 cells per component/catchment, 1,024 cells per path, 32 lowest spill branches and 32,768 unique terrain cells per query. Exceeding a limit leaves that extent unresolved. A receiving basin may back up across the saddle; shared levels and merged storage are not inferred from a descending path. Lake outlines do not establish depth, operating level or spill volume. Ocean endpoints leave coastal users and ecological effects unresolved. Current public communities intersecting recorded geometry are reported, while uncovered region cells remain subject to unknown/customary rights.

This generated evidence is available from existing returned reports without new fieldwork or observation-date changes. It has a bounded immutable cache outside saved state and changes no flow or stock. The live runoff graph remains on its accepted version; the separate basin ledger below now consumes its subsequent boundary exports through modelled flat/basin connections, using explicit historical offsets without rewriting old cell flow.

Delivered wider natural connection review

Returned reports now traverse the natural storage model's connections, including higher saddles and reciprocal receiving catchments, rather than limiting community discovery to the lowest receiving paths. The review examines at most eight basin candidates, includes 8,192 complete-catchment cells and retains 128 directed links; each underlying terrain query remains bounded. Unexamined recipients, incomplete catchments/connections, ocean users and omitted links stay explicit. Current public communities, unassigned-but-not-vacant cells and natural features are recomputed across reviewed catchments plus the original routes and known crossing endpoints.

The immutable sixteen-entry cache is outside saves. Reads change no stocks, water, rainfall registration or observation dates, and expose no foreign live levels or reports. Natural closure is only geometric evidence: project-specific engineered impacts, comprehensive inflow, ecological effects and exact rights remain unresolved requirements. This adds possible affected-party evidence but never ratification or authority to build.

Delivered coupled basin ledger

Only new recorded cell-boundary exports fund downstream pools. Migration checkpoints historical exports and begins basin storage empty. Complete basin metadata defines game-height storage curves: elevations rounded up to millionths, ten integer water subunits per cell per height increment, with connected lake beds flattened to their minimum generated height. This is an explicit game model, not measured bathymetry or a source of lake water. Viewing catchment outlines adds no rainfall. Station enrollment explicitly registers the complete traced basin in the surface ledger; it receives rain only from its recorded join time.

At four-hour boundaries, accounted runoff enters pools, evaporation/infiltration consume finite water, and up to sixteen deterministic passes exchange volume above shared saddles toward level balance without overdraw/overshoot. Reverse flow handles backwater; higher connections allow an already filled pair to discharge farther. Directed receipts reconcile both endpoints. External exits retain exact crossing receipts; version-one historical totals remain explicitly unlocated instead of receiving invented endpoints. Residual level differences retain their water for later intervals. At most 32 new basins are registered per interval; incomplete or undiscovered receivers and ocean endpoints are explicit external exports that cannot later be recovered as grants. Twenty balances per node, cumulative source/transfer/loss records and private forecasts survive restarts.

Owners see live balances only after an owned installation report returns for that basin. These balances include complete modelled rainfall for enrolled station basins. Receiving basins without station registration contribute no additional local rain. Incomplete model extents, remaining unmodelled sources, unresolved flat-flow/affected reaches, ecological consequences and unknown affected rights still block major project approval. Stored water grants no irrigation allocation, inventory stock or flood protection. The model's inundated land now pauses all footprint-based production and paid site work, and blocks new building footprints. Standing operational/damaged buildings now lose condition once per water interval by deepest footprint depth (one point per 0.001 normalized depth, rounded up, capped at ten). Existing ruin/repair/rebuild rules provide recovery. Woodland water stress now changes health/cover and the availability of existing foraging and nursery seed habitat. Immutable terrain, durable-goods loss, named-person wounds, broader aquatic habitat, complete sediment reach and broader terrain response and complete downstream coverage remain open.

Delivered runoff erosion of completed works

At each recorded four-hour water interval, real surface discharge and the exact selected downhill edge can wear paid soil, terraces, irrigation, drainage and roads. Eight game water units and 0.002 normalized fall are the first pressure step; damage caps at eight condition points per work per interval. Sound terraces or fallow halve prepared-soil wear. Existing crop, route, transport and foundation effects respond to condition; real paid repair or fallow can recover condition without replenishing water. A failed channel diverts later flow only. New monitoring begins at its actual registration and does not apply missed erosion retrospectively. Versioned bounded receipts, strict restoration validation, private views, forecasts and offline replay retain the losses. The existing paid farmland and station path demonstrates real benefit loss and funded repair.

This is a bounded earthworks effect. The generated terrain height remains fixed. The topsoil and registered-edge sediment ledgers above now model one physical consequence; complete sediment reach, aquatic habitat and comprehensive downstream/project-specific effects remain open before a major project is approvable.

Required water and ecology model

A shared surface-water source ledger now records rain, temporary retention, transfers and losses in integer thousandths of a game water unit at independent four-real-hour boundaries. Local upstream catchments and enrolled complete station basins share a union of cells, so overlapping stations cannot duplicate rain or storage. Wet/dry forcing is a deterministic game abstraction. New registration starts empty, prorates its first interval and never recovers historic boundary discharge. Gauge installation requires a returned survey, six timber, two tools, two actual travellers and one on-site work day; publication waits for physical return. Passive stations retain twenty complete interval readings and grant no usable water. Before intake or constructed storage becomes playable, extend this bounded model to the full affected basin, connectivity and effects below. Existing surveyed groundwater/well capacity and surface runoff must not be counted as the same water twice. Initialization starts new storage empty and does not grant accumulated historical inflow.

For every simulated interval, reconcile opening storage + measured/modelled inflow = closing storage + delivery + downstream release + spill + evaporation/infiltration losses. Transfers must appear once at each endpoint, including across region boundaries, catch-up, restarts and unequal settlement calendars. A new survey cannot reset that ledger. Reads and map visibility cannot create, move or consume water.

Trace the complete affected reach, including water bodies and overflow outlets, before deciding required parties. Basic wetland condition/retention and flood exposure now have explicit effect rules. A fixed 25% natural-edge bypass applies to recorded local drainage; the selected major-intake bypass, broader aquatic habitat, complete sediment reach and broader terrain response and complete effects of engineered routing still need rules. A flow reduction must affect actual dependent irrigation or habitat conditions; a claimed flood benefit needs a real flood hazard. Protected features, existing users and customary/NPC tenure remain independent of player ownership. Unknown impacts block approval rather than disappearing beyond a survey limit.

Rights, funding and execution

Use a versioned proposal naming the exact footprint, intake, storage capacity, releases, downstream impact envelope, maintenance duties and affected parties. Separate survey access, construction easement and continuing water use. Any material amendment invalidates prior signatures. Source authority alone cannot sign for a recipient, downstream neighbor or NPC holder.

Provide notice and review before work starts. Current authorities ratify the same proposal; valid communal obligations survive succession. Withdrawal before funding returns no invented materials. Termination after funding follows the agreed notice and safe drawdown plan, retaining outstanding downstream obligations until recovery finishes.

Fund construction in stages with real materials, workers and physical delivery. Survey data alone grants neither a worksite nor mutable-region activation. Validate site occupancy and rights at acceptance and at each stage. Incomplete earthworks remain physically meaningful and recoverable. Condition, actual maintenance inputs, operator staffing and safe spill paths govern operation. Repair restores only what it funds; cancellation and demolition cannot create material or water through cycling.

UI and recovery

Compare each project with continuing current service, importing supplies, using another plot or no intervention. Show buildings/uses enabled and lost, full affected reach, household/irrigation/habitat impacts, actual funding, earliest useful date, operating costs and the consequences of failure.

Keep survey reports, unsigned proposals, funded construction and live flow distinct. Region should prioritize missing signatures, blocked deliveries, low storage, lost operators, impaired spillways and expiring consent. A returning player must see the cause and available recovery action. Recovery may require intake closure, supplied repairs, staged drawdown or decommissioning; it must not teleport water or erase downstream duties.

W2/W3 wetland-holder notice evidence, partial: A retained-window natural-versus-proposal wet/dry screen now examines current observed, unconverted wetlands in registered basins, including candidate held source-pool water. It reports public counts by named current charter holder without private habitat condition, and separately counts changed sites without a named charter. Named holders enter the ordered exact notice basis under wetland exposure; changed and unattributed exposures each produce a source blocker. This catches one known ecological interest even when broader basin review is incomplete. Unregistered/unobserved ecosystems, customary and NPC rights, future climate, all-party ratification and W4 operation remain open. See living world design, gameplay foundations, player guide and technical reference.

W2 held-pool marsh and wetland response, partial: Recipient-scoped retained-window review now adds held source-pool water to routed source-basin storage when measuring dry current marsh-forage sites and the live wetland wet/dry response. Under one controlled recorded forcing interval, the proposal covers a previously dry healthy marsh, removes its conditional 40-food capacity and eight-food daily regrowth, and gives its starting habitat a wet recovery check rather than a dry check. Another controlled window confirms held water does not falsely dry an already wet marsh. Current habitat and local retained water are held fixed; no food or ecological ledger changes. Complete species response, ecological right holders, future weather and W3/W4 approval remain open. See living world design, gameplay foundations, player guide and technical reference.

W2 proposed-pool stored-supply pressure, partial: The natural-versus-proposal retained-window replay now adds candidate held water to source-basin water before applying the live per-store flood-loss rate, catalog capacity and sound elevated-floor lift. Public review gives affected current charter names, store counts and the largest capacity-percentage-point pressure without another owner's stock. A recipient sees its own worst one-interval extra whole-unit loss on current pooled vulnerable goods; positive rate pressure gets its own source blocker and exact notice basis even when land was already wet. No inventory is spent or historical stock replayed. Future design flooding, complete affected reach, lawful construction and W4 operation remain unresolved. See living world design, gameplay foundations, player guide and technical reference.

W2 proposed-pool household injury, partial: The recorded natural-versus-proposal replay now adds water held in the candidate source pool to its routed basin storage when evaluating current homes and refuge. It uses each branch's closing sediment bed and the live dry-housing and direct flood-injury pressure rules. Public output names communities with an added pressure; only a current recipient sees its own exposed-resident counts and worst interval. An already wet home can suffer greater depth pressure without a newly wet land hex. Positive pressure enters exact notice basis and a distinct source blocker. Recorded-window source land, standing-building rate, working-well and bounded condition-loss screens now use that same combined level, so the current holder and exact notice basis agree with the household comparison. The static full-capacity footprint remains separate. These present-configuration screens change no live water, people or logs and do not prove future flood safety, full impact, all-party rights or lawful W4 operation. See living world design, gameplay foundations, player guide and technical reference.

W2 proposed-release household injury, partial: The verified outlet-open versus outlet-closed retained-window replay now evaluates current homes and staffed, supplied refuge under each receiving waterline, then uses the live direct flood-injury pressure rule. Public output names communities with added pressure without exposing population or health. Each recipient may see its own worst one-interval extra exposed residents and pressure; dry housing or ready refuge can remove that difference. The risk becomes a distinct exact notice basis and source blocker. No health, logs or water change on read; future peaks, changing services, complete tenure/impact and lawful W4 operation remain open. See living world design, gameplay foundations, player guide and technical reference.

W2 controlled-release active-route impact, partial: A verified outlet-open versus outlet-closed interval now checks newly wet receiving-basin hexes against the remaining paths of currently paid outward and homeward journeys. Public review names affected charter owners and counts teams without revealing cargo; each owner receives its own affected route hexes. This adds a source blocker and exact notice reason but never changes a team, cargo or water. A changed current route may require fresh notice; future traffic, unregistered reaches, physical outfall safety and W4 operation remain unresolved. See living world design, gameplay foundations, player guide and technical reference.

W2 controlled-release stored-supply impact, partial: Retained-window comparison now evaluates current standing stores under the proposed outlet closed and open with the same recorded opening sediment bed. Public output lists affected store counts and maximum added capacity-percentage points by named charter without foreign stock. A recipient-scoped result applies its own current inventory to the live whole-unit loss rule and reports the largest one-interval additional loss. New storage pressure enters exact notice basis and a source blocker, but the screen neither spends goods nor proves future reach, engineering safety, all-party rights or W4 operation. See living world design, gameplay foundations, player guide and technical reference.

W2 per-store storage exposure, partial: Each inundated store now contributes its own effective-depth rate times standing capacity to pooled vulnerable-stock damage. This corrects the former deepest-depth rate applied across every wet store. City uses the same read-only calculation as the actual water interval, and saved version-one receipts migrate intact before weighted future intervals. This does not expand registered flow coverage or establish a major-work right or operating design. See living world design, gameplay foundations, player guide and technical reference.

Delivery gates

GateStatus and required evidence
W0 — Terrain evidenceDelivered: deterministic descending geometry, bounded upstream/downstream extents, explicit incomplete/closed-basin results, immutable origin
W1 — Paid field surveyDelivered: real staffing, materials/meals, travel/observation/return, environmental observations, private reports, recovery, save validation and browser/restart checks
W2 — Complete affected basin and conserved flowPartial: paid passive stations, shared integer rain/transfer/retention/loss/export ledger, overlapping catchments, empty registration and forecast/offline/restart equivalence delivered. Delivered evidence: bounded complete terminal catchments, connected flats/lakes, lowest saddle branches, receiving routes and current intersecting communities. Delivered source coverage: complete traced station basins enrolled once, empty new cells, explicit version-two old-station boundary migration, lake rain without duplicate surface losses. Unregistered receiving basins retain partial inflow. Delivered partial flow: empty/checkpointed basin/lake storage, reciprocal spill, higher outlets, explicit external exports and conservative bounded routing. Delivered operational exposure: inundated land pauses all footprint-based production and paid site crews, blocks new construction, resumes without banked work/harvests, and migrates at the next water interval. Delivered structural loss: one depth-based condition hit per standing building/interval, ordinary ruin and paid recovery, bounded receipts, neutral migration and forecast/restart equivalence. Delivered partial stored-food loss: capacity-weighted depth-scaled loss of selected food, dated fish, textiles and saplings in flooded standing stores, warehouse debits, bounded receipts and offline/restart agreement. Delivered pooled flood injury: unsheltered residents exposed by inundated homes lose depth-scaled community health at the next household check after actual refuge, with neutral old-save migration and replay. Delivered woodland ecology: prolonged inundation/dry retained soil weakens trees; regrowth pauses under stress, balanced water supports recovery, and unhealthy/flooded forest cannot supply forage or nursery seed. Delivered partial wetland ecology: dry/conversion loss, gradual wet recovery, condition-dependent conserved retention, failed-upkeep persistence, no decommission reset and finite food regrowth from observed healthy wet marsh. Delivered local routing: sound drainage selects its registered reserved outlet, failed upkeep restores natural flow, historical edges remain conserved and fixed-catchment readings account for crossings. Delivered receiving coverage: empty reserved outlets join from recorded sources without rain, retain water through removal, and add future rain only on later monitoring enrollment. Delivered broader evidence: bounded higher-outlet/reciprocal catchment review, supplemented from existing paid channel recipients within separate cell/basin/link limits, with current public communities and explicit open boundaries. An exact selected outlet now adds a separate bounded potential receiver-network notice review even when retained history releases no water. Delivered earthworks erosion: actual recorded discharge/slope damages completed land improvements, with neutral migration, bounded receipts, benefit loss, paid recovery and replay equivalence. Delivered bounded topsoil and sediment: measured quality loss reduces crop yield and creates conserved mass on registered surface edges; wetlands retain some mass and lose next-interval capacity, with migration and replay evidence. Delivered basin sediment: newly accounted mass follows basin source, reciprocal transfer and ocean/unresolved spill receipts; retained mass raises later effective water level without changing water balance, with migration and replay evidence. Delivered bounded coastal screening: public charter holders within four connected ocean steps of known exits are named, while the ocean stays unresolved. Delivered partial coastal fish habitat: nearby finite stocks change future recovery from accounted basin and direct-ocean runoff, including heavy conserved sediment loads, with flat-path and old-water timing checks. Delivered single-interval design comparison: an unchanged replay must reproduce the latest conserved node balances, exact routes and settled status before a capacity-limited 25% bypass intake branch reports changed crossings without editing water. Delivered retained-window design comparison: up to twenty exact historical intervals replay sequentially, with proposed captured water carried between ticks and natural balances/routes verified at every step. Open: comprehensive inflow/affected-reach coverage, broader engineered recipients, larger unresolved extents, broader species-specific aquatic ecology, complete sediment reach and broader terrain response and remaining flood effects
W3 — Ratified major projectPartial: owner-authorized exact reservoir drafts, amendments, public notice, nonbinding replies and separately revocable candidate-cell construction easements from named human charter holders are delivered. Notice parties include dry source/pool/spill-crossing construction holders, and named recipients can inspect frozen inlet and outlet engineering terms before their separate exact-cell signatures. Delivered partial intake evidence and proposal: a selected exact natural route is checked against all bounded pool-entry edges; the paid Basin route misses seven of eight known entries, which can now be selected as exact candidate control sites in a new proposal revision. A paid fourth-ring works title reaches the last previously unreachable Basin entry endpoint, and a separate integrated journey pays for the five ordinary entry sites. The selected Basin construction footprint is fully titled. An owner may now rate all exact entry sites against recorded per-edge four-hour peaks in a revisioned proposal; a separate exact-entry retention bound conserves recorded flow across those selected edges under rated throughput, per-edge bypass and finite shared storage. The eight paid Basin entries have bounded downhill paths within the candidate pool, with one high approach above the proposed waterline. A shared candidate inlet grade and a dimensioned abstract common section can now be selected as exact revisioned terms, but natural terrain and proposed excavation still do not establish a controlled storage link. The natural spill corridor has a head screen: the paid ten-unit Basin waterline lies below its uncut lip, and its 50% requested release exceeds the optimistic receiving-bed head on recorded ticks. Version-thirteen terms can select the exact low-level outlet corridor and bound hypothetical release to its separate receiver. Version-fourteen terms can then select its exact descending grade and four-hour rate; the paid Basin 2.5-unit tier bounds five units before receiver backwater, but the full replay releases zero. A rate-and-grade-specific preliminary four-person material/work estimate exposes the source village's actual missing stock. A separate paid two-worker expedition now walks the selected lowest-ridge, direct or marked-site-avoiding remote alignment and returns its exact natural-bed/biome/feature profile, clearing only that route's missing-visit blocker. The Basin avoidance choice removes two dune construction conflicts, and its separately paid, noticed wayleave can cover the sixteen currently unchartered cells for that proposal revision. A returned exact corridor profile now supports a revisioned lined outlet depth with a full-pool rate screen and preliminary lining bill; both the exact-entry upper bound and receiving-aware whole-basin replay now apply its closing-head capacity, with different explicit tailwater assumptions. This remains a game-model estimate. None of these proposal terms, visits or rights builds gates or an outlet. Delivered bounded outlet evidence: paid footing, supported and lined dry interior, receiver/source controls and separately paid plug removal establish one closed connection. Its exact one-pulse authorization and independent named-holder consents verify a capped transfer and observation closure. Open for a complete reservoir: unassigned/NPC land outside the released strip, intake control and containment, full discharge capacity and spill safety, complete affected parties and continuing water permissions, all-party ratification and funding/construction of the complete connected works
W4 — Useful operation and recoveryPartial: paid outlet construction and closed-gate connection, a physically supplied operator team, one reviewed pulse of at most one game water unit, conserved water/sediment custody, independent consent withdrawal, automatic closure, incident accounting and physical crew return are implemented and verified. Full useful operation remains open: built intake/containment and initially empty reservoir storage, measured operating capacity, actual irrigation/flood benefit, environmental bypass, continuing rights and operator supply, paid maintenance, breach/interruption, lawful drawdown/decommissioning and complete multi-region persistence acceptance.

W0/W1 and the partial W2 ledger are prerequisites, not completion of major waterworks or M8. Existing shared-well conduits retain their accepted rules. Required end-to-end scenarios include two competing intakes; a formerly unknown downstream claimant; partial signature withdrawal; death during construction; a full reservoir; blocked spill; drought; failed maintenance; loss of a receiving irrigation channel; cancellation after partial earthworks; and restart at each transfer and consent boundary. Each must conserve materials, people and water and explain its ecological consequences.
